Rules Of Tax Law In The Filed Of Modernized State Governnce

The modernization of tax administration is not only the crucial content but also but also the basis and premise of national governance modernization.Only a complete tax system is established used to stimulate in governing tax by law,the target of modernization of tax administration can come true.Tax modernization construction of our country is at a critical time,it is very necessary to do research on governing tax by law from both theoretical and practical sides because it can help us establish government by law,perfect our tax law,stimulate governing tax by law and realize social equity and justice.In the research,the concept and principles of governing tax by law will be introduced.And on the basis of principles of it,this research will research and analyze the problematic issues in the process of tax modernization construction.Then on the basis of specific rules and practical circumstances of tax management,some suggestions and recommendations will be given from the perspective of national governance modernization,to realize governing tax by law and stimulate the modernization of tax administration.In this article,there are four chapters.In chapter one,governing tax by law will be introduced,including the modernization of tax administration,standard,request and the relation between modernization of tax administration and governing tax by law.It is the new requests of national governance modernization to tax management.In chapter two,it includes the concept,rules and principles,functions and request.In chapter three,it will introduce the current circumstances of our tax administration construction,including achievements and short comings.In chapter four,some suggestions and recommendations will be introduced to the shortcomings.On the basis of current circumstances and problems of tax administration construction,the researcher thinks it is necessary to take tax work as one essential part of national governance system.From the height of national governance modernization,we will combine the concept of tax law and the establishment of the socialist economic system to stimulate tax administration construction so that the target of modernization of tax administration.Simultaneously,with the development of economy,the tax work can become more professional.We also need to deepen the understanding to the law of taxation and the rule of law.
