The Study On Incentive Mechanisms For Scientific Cadres Of The Gold Troops Of CAPF Under Plateau Environment

The Gold Troops of CAPF is undertaking fundamental and public welfare geological tasks dominated by military geological tasks,regional geological survey and metallogenic prospective survey,as well as the task of geological disaster emergency rescue.After the adjustment and transition of the troops,The grassroots officers and soldiers mainly conduct geological tasks in Xinjiang,Qinghai,Tibet,Da Hinggan Mountains and other harsh and outlying areas according to the strategy of “goes to north and west”.As the main undertaker of central tasks,scientific cadres,namely professional technical personnel,play an important role in the troops,and they are valuable intellectual resources,too.But the outlying working areas and the hard,complex working environments bring unprecedented pressure for scientific cadres on mentality,physiology,physical,family and so on,thus the new subject on the construction of scientific cadres emerges at the right moment.Since the establishment of the Gold Troops for 37 years,there is rich experience accumulated on the management and appointment of scientific cadres,and a series of effective incentive mechanisms for arousing their enthusiasm and creativity had been formulated,which laid the solid personnel foundation for undertaking geological tasks and developing the troops.However,due to the transformation of the tasks,the shift of the troops,the transition of the power and the enormous and impressive effect of developing reform situation on scientific cadres,the problems on principles,aims,contents,methods and measures of the current incentive mechanisms are gradually emerging,yet the mechanisms couldn't suit to the new situation of reform and development of the troops,neither the new requirements of conducting geological tasks under plateau environment,nor the new demands on the progress of scientific cadres,thus the incentive mechanisms should be changed and improved with the times to encourage them to make contributions under plateau environment,to make newly greater achievements on the development of geological undertaking for our country and troops.This paper,based on the favorable conditions of holding the positions of chief engineer and senior engineer,embarked from the reality of the troops during the adjustment and transformation period,and it takes “The study on incentive mechanisms for scientific cadres of the Gold Troops of CAPF under plateau environment” as the topic,it has established the background and significance of the selected topic,summarized the general regularities of incentive mechanisms established under plateau environment for the scientific cadres of the Gold Troops in combination with the research status on incentive mechanisms for the present scientific cadres in troops both at home and abroad,additionally,this paper has pointed out the presently existed problems about the management mechanisms,inherent motive mechanisms,unreasonable structure of cadres and political contradictions,and the corresponding reasons of them have been analyzed in it.On this basis,this paper has proposed the basic principles and aims for encouraging scientific cadres under plateau environment,incentive mechanisms on affording comfortable environment and the methods on increasing allowance have been proposed in this paper,as well as the specific measures on how to carry out the incentive mechanisms on welfare,how to regulate the professional training and how to apply the customized management methods.It is hoped to have certain reference value and revelation significance on perfecting the incentive mechanisms for scientific cadres in the Gold Troops of CAPF under plateau environment.
