A Research On The Behavior Of Nanjing Local Governments' Irregularity Of Land

Land is the basis of human survival,the development of all human undertakings can not be separated from the land.With the rapid economic and social development,all aspects of the construction of the demand for land is increasing.China is a country with a lot of people but have very few land,land reduction will affect food security.Under the dual pressures of maintaining economic growth and using the land economically,a large number of illegal land used by the government is growing.Although in recent years,Nanjing government pay attention to the Satellite Land Image,superior government and subordinate government signed farmland protection responsibility and achieved very good results.But as the provincial capital of Jiangsu Province,Nanjing is in rapid economic development.The population will have developed to the target of 10 million people,and the contradiction between farmland protection and economic construction is prominent.The face of local government illegal occupation of land,investigation has the difficulty and resistance that is great.In this paper,through the relevant data of land change in Nanjing in recent years,analysis of relevant researches,and fully absorb the previous research in order to study the current situation of the illegal land use of the local government in Nanjing,and the influence of the illegal land use of the government,and the reasons behind the illegal land use.Through the analysis of the causes of the illegal land use,the several measures to curb the illegal land use of the government are put forward.We should improve legislation and strengthen law enforcement and judicial independence,the reform of land management and system,and guide the government to establish a correct view of achievements,adhere to the leading role of the planning,strengthen the land supervision.The most important is that the government itself should strengthen its legal system,especially the leaders of the government should establish a legal consciousness,and promote the whole government collective administration according to law.Of course,the governance of the illegal land use of the government requires the participation of the whole society,and jointly promote.The main research method of this paper is that link theory with practice.Through the domestic and foreign on the protection of farmland and illegal land use management for reference,combined with my work experience in land law,put forward the point of view.Based on the land data of Nanjing city in recent years,the reason behind the change of the data is analyzed.Through a comprehensive analysis of the behavior of the government illegal land use,some countermeasures are put forward to curb the illegal land use.Hope that through this research of illegal land of the local government of Nanjing City,to promote the illegal use of land management to provide a certain reference value.
