Communication-effect Study On Public Policy Of Migrant Workers

Nowadays,China is in the biggest urbanization in human history.With a large number of rural migrant population transfer to the city,the problem of social inequity caused by the urban-rural dual structure has become acute.How to resolve social conflicts and promote rural migrants' city integration has become an important issue of urban development.Public policy,in order to promote social justice by adjusting the interests of all stratums of society,is the cornerstone of urbanization of migrant workers.The investigation is carried out in Shenzhen,the city of urbanization development index ranking first and the largest population proportion of migrant workers in China has practical significance and prospect.The research is based on the "5W" communication model as the framework,using the quantitative and qualitative research methods to discuss the public policy propagation path in migrant workers,evaluate the communication effect and summarize the problems in the communication process.The research first explores the public policy's propagation path in migrant workers,including relevant government sectors,mass organizations and commonweal organizations'online and offline propagation paths using the research method of in-depth interview and content analysis.Furthermore,the research takes female's labor rights as example and using questionnaire survey and in-depth interview as research methods to investigate the female migrant workers' public policy awareness,the access to information,the awareness of each communicator's public policy propagation path etc.The research results suggest that public policy almost loses its communication effect in female migrant workers.The main problems occur in communicators,communication channels and audience.Firstly,the public policy communicators have varying degrees of vacancy:as the policy makers,the relevant government sectors have weakened their functions of propagating public policy and the female migrant workers have lose their faith in government;Mass organizations,the Labor Union and the Women's Federation,evade the crucial point in their works and ignore the female migrant workers' information needs in public policy;Commonweal organizations survive in the cracks and thus have very limited influence.Secondly,almost all communication channels lose their effect:the online propagation path such as the official website and WeChat platform have very little communication effect;the offline propagandas have problems in insufficient coverage and low satisfaction.Female Migrant Workers rely mainly on mass communication channels represented by Internet and television,as well as the interpersonal communication channels based on fellow-townsmen and fellow workers to acquire the public policy information.Last but not least,migrant workers generally lack the awareness of rights and the digital divide between different stratums of society is still significant.Benefit from the popularity of mobile Internet,the gap of Internet access has narrowed.However,due to the female migrant workers' own media literacy,the gap of using the Internet to focus on public affairs and acquiring effective information is still significant.
