A Research For The Problems Of Urban Poverty Assistance Systems Under The New Situation

Last century,with reform of State-owned enterprises,the Urban minimum living security system was established in Chinese cities,designed primarily to protect the reform of State-owned enterprises and the basic living allowances for workers laid off from State-owned enterprises.Since then,the system gradually extended to the whole urban area.In September 1999,the State Council promulgated the regulations of the subsistence allowances for urban residents,and the interim regulations on social assistance have been carried out in 2014.At present,China has established the urban minimum living security system for the main,supplemented by the system of preferential policies and temporary relief,education,health care,housing aid and legal assistance in support of the integrated rescue system.After development for many years,the framework of the urban poverty security system has been formed and has been established the system of subsistence allowances for urban residents as the core of the rescue system,in order to protect the basic living for poverty groups,played an important role in poverty alleviation.But because of its targeting is not appropriate,the lower level of aid,the more single assistance way,the fairness of the system of the security system has been questioned.This article has the certain reference value,those are,correctly grasping the fairness of the current system of security system,clarifying the further development and perfection of China's poverty security system and taking the positive and effective measures to promote the development of poverty security system more perfectly.From the point of view of social equity and justice,based on the Chinese current economic and social situation,this article is aimed to analyze the causes of poor groups formed,justice to the system lacked basic judge,analysis the problems of current system in the target location,system design,management,impact on the external environment and other many aspects.The article reveals the root causing the lack of fairness of the current poverty security system,that the lower system target,unreasonable system design,not smooth management system and so on.From the perspective of positive assistance,this article raised the real path to solve the poverty problems in the new situation——”Government aid +Personal self-rescue” as an ideal choice.This is a smart choice based on Chinese actual conditions and the poverty situation,and also is a ideal path to the development and perfection of system for the poverty security system.
