To this end, since the late 90s of last century, our country at all levels of government and relevant departments to continuously explore and strive to resolve the urban poor's social assistance issues, to explore the urban minimum living security system development path, and strive to solve the problem of poor basic living.Changchun City, Jilin Province capital city is relatively weak in the financial city of Changchun City, the financial situation of income and social assistance rate in Shanghai, Beijing, Guangzhou and other economically developed cities, comes as the "Third World." Therefore, Changchun City, the new urban poverty groups in addressing social security and assistance particularly difficult task on the issue.Changchun City to ease the growing gap between the rich and the poor and the social contradictions and solve the survival of the urban poor and subsistence allowances, the Changchun municipal government since 1997 to explore the implementation of the minimum living security measures, and gradually developed and expanded.
