Public security organization is an important functional department of government sectors in China.Its functions can be divided into two kinds of attributes,namely the administrative attribute and the judicial attribute.Public security organizations legally exercise administrative functions of the country,bear the responsibility to manage public security,legally exercise the national judicial power,exercise powers like detention,arrest,transferring for examination before prosecution etc.of criminal cases.Under the background of comprehensively promoting the rule of law,public security organizations have an extensive range to exercise their power and they are closely related to the vital interests of the people.With economic and social development and progress of the times,people's consciousness of right and democracy is constantly getting stronger and they have raised higher requirements and expectations on the work done by public security organizations.Therefore,grassroots policemen working at departments like local police stations,criminal police teams,traffic police forces etc.are facing huge working pressure.In terms of the external environment in some regions,due to the huge number of criminal cases and diversified criminal means,public security officials at the grassroots level find it difficult to effective regulate and control criminal cases.Especially since the incidence of cases of property tort such as robbery,deception etc.stays at a high level but the rate of solved criminal cases fluctuates at lower level all the time,people begin to constantly doubt the service ability of public security organizations.As for inside grassroots public security organizations,policemen face complicated,overloaded and arduous tasks and they have diversified ideological and value orientations.Besides,in the traditional public security hierarchy system,the contradiction between the importance of the status of grassroots public security organizations and the absence of their decision-making power is getting increasingly prominent.Because of a series of problems,the world outlook,outlook on life and value of grassroots public security officials have got deteriorated to different degrees.Such deterioration is mainly reflected in their occupation.The phenomena of negative and sluggish though,corrupt and degenerate spirit,illegal behavior,misuse of power etc.among a few policemen seriously damages the image of the whole public security organizations and weakens the authority of public security organizations.Grassroots public security organizations are facing a severe development situation.Thus,it is particularly important to combine new situations and problems currently occurred in the development of grassroots public security teams to enhance the ideological and political education among grassroots policemen,stabilize grassroots public security teams and guarantee the working efficiency of grassroots public security officials.According to the logical sequence of “presenting the problem,analyzing the problem and solving the problem”,the paper studies and probes into the ideological and political work carried out among grassroots public security policemen.The whole paper includes the Introduction,the Main Body,and the Conclusion etc.The Introduction part introduces the tasks and obligations of public security organizations during the period for China to comprehensively build a moderately prosperous society,explains the basic status of grassroots public security organizations in the whole public security organizations,and the features and difficulties of team construction in grass-roots work carried out by public security organizations.The first part summarizes the ideological and political work of grassroots public security officials.In this part,the paper studies and defines “grassroots public security organizations”,analyzes the working characteristics of grassroots public security organizations in a practical and realistic way,and explores the ideological and political work of grassroots public security officials.The second part discusses about the current situation of the ideological and political work of grassroots public security officials based on the achievements,problems of the ideological and political work of grassroots public security officials and relevant causes of those problems.In the third part,to solve the problems existing in the ideological and political work of grassroots public security officials,corresponding countermeasures are put forward to strengthen the ideological and political work of grassroots public security officials.In conclusion,the paper sorts out the logic to study the ideological and political work of grassroots public security officials and points out its research aim,namely to create a police team that meets the requirements of the development of the times.
