The Study On The Dilemma And The Countermeasures Of Environmental Policy Implementation In China

Since the Eighteenth National Congress of the Communist Party of China,we have increasingly put a lot of attention to the construction of ecological civilization.On one hand,the third Plenary Session of the 18 th Central Committee of CPC emphasized on speeding up the building of ecological civilization system,and on the other hand,the 5thPlenary Session of the Central Committee proposed the concept of Innovation,Coordination,Green,Open,and Shared Development,which made Green Development the consensus of both the Party and the national development.All of these will have a big influence on the setting and making of environmental agenda and its policy.Therefore,the studies on the dilemma and the countermeasures of environmental policy execution in ChinaBased on the theory of policy execution,this thesis uses a lot of analysis methodsliterature research,institutional analysis and system analysis,to define,analyze and discusses the significance of environmental policy execution.It is necessary to improve the execution of environmental policy.As a result,the current execution of our environmental policy has further problems,it contains executive attitude,executive dynamism.And then the paper analyzes the reasons,for example,the construction of the main body of the policy implementation is not ideal,the environmental policy itself is flawed and the financial support is not enough,the environmental policy implementation system is imperfect.The thesis puts forward specific recommendations from three aspects(the mechanism,the subjects and the system of environmental policy ability)to improve the paths of implementing environmental policy,and continuously support the construction of ecological civilization.This study on the dilemma and the countermeasures of environmental policy execution in China has a profound theoretical basis and urgent practical needs.Theoretically,it is not only helpful to the deep study of the theory of Environmental Policy Executive Ability,but also provides a favorable reference to the research of the theory of ecological civilization.On the practical significance,it can break the contradiction between the real environmental problems and the policy execution.It will create a suitable living environment for people,and meet their new requests,as well as promotes the sustainable development of China,and realize the great rejuvenation of China.
