At present, our country is facing the resources and environmental challenges that was no parallel in history, environmental pollution increasingly serious. The height of the development of industrial civilization in brought convenience to people’s lives and satisfaction through. It also causing severe damage and affect the ecological environment for human survival, its root lies in the industrial production of negative itself and human unlimited and regardless of the consequences. There are various forms of civilization in China, the situation of ecological environment is getting worse and worse. Today, it is necessary to strengthen the ecological environment improvement and construction make human live in the good ecological environment condition, at present. ecological problems have become increasingly prominent, the construction of ecological civilization is even more pressing. The way to governance on the ecological environment destruction, the construction of ecological civilization is in many aspects, such as moral education, financial guidance, but in a society ruled by law. to strengthen the construction of ecological civilization, the first is rely on the force of law,strengthen environmental enforcement, including strengthening ecological civilization behavior education and financial guidance. In this paper, taking this as the starting point, based on the theory of ecological civilization itself, focuses on the analysis of the existing administrative enforcement of environmental problem in China, and then from the concept of ecological civilization, improve the public participation mechanism of environmental administrative law enforcement has the vision of ecological civilization in China under the proposed improvement measures.This paper tries to explore the China’s environmental administrative law enforcement problems from the perspective of ecological civilization, the thesis consists of four chapters, the introduction part mainly elaborates the significance of the topic, research status at home and abroad, the research method and innovation. The first chapter is the ecological civilization and environmental administrative law enforcement outlines, analyses the related concept of the ecological civilization and environmental administrative law enforcement. The second chapters is enforcement of environmental administrative law in China, analysis the problems and causes from four aspects which are the concept of ecological civilization, the foundation of enforcement of environmental administrative,the environmental administrative law enforcement system of environmental administrative law enforcement, environmental administrative law enforcement mechanism problems. The third chapter foreign environmental administrative law enforcement experience and reference, mainly analyzes the USA and other relevant state environmental administrative law enforcement experience and reference to the national environmental administrative law enforcement experience. The fourth chapter is countermeasures to perfect the environmental administrative law enforcement in China, respectively, from strengthening the environmental administrative law enforcement in the concept of ecological civilization, strengthening of China’s environmental administrative law enforcement legal system, perfecting the system of environmental administrative law enforcement of environmental administrative law enforcement, straighten out the operation mechanism of four aspects of China’s environmental administrative law enforcement of the relevant measures to improve the.
