Study On The Improvement Of Election System Of The People's Congress At The County Level

2016 is the year of the county-level National People's Congress election,and it is the first time for the county National People's Congress after the electoral law modification and Hengyang,Liaoning people bribery election in 2015.In order to demonstrate the current situation of the general election in China County People's Congress of the special background,sort out its exiting shortages,and improve the county people's congress electoral system,the author analyses the people's Congress election of C city Q District in 2016 deeply and makes a suggestion to improve the county people's Congress electoral system.This article has four chapters.The first chapter,comparing the concepts and the relationships among election,electoral system,the electoral law,and combining with the development history of China electoral law,the author clarifies the original theory and the basic principle of China electoral system.The second chapter,through researching the people's Congress election of C city Q District in 2016 with the investigation method,organizing and summarizing the collected data,and displaying and analyzing the current situation of the people's Congress election in C city Q District,the author presents one problem,the organization sets illegal procedures.The third chapter,classifying and summing up the existing problems in the Q district election,and comparing to the nationwide County National People's Congress electoral problems,the author summarizes the similarities and differences and discusses the reasons.The fourth chapter,on the basis of the existing problems,combining with the reality of China,the author points out the county people's congress electoral system should follow three principles-the party's leadership,step by step,the combination of Chinese and Western.According to these three principles,he also suggests 8 detailed methods and supporting plans,like the improvements of nomination procedure,the voters' registrations and so on,to provide some references for the study and the improvement of the electoral system.
