Working poor(or in-work poverty)is a new phenomenon in poverty,it refers to a person or family that has a job but is still below the level of poverty line.In overseas developed countries and regions,working poor is often seen as a result of globalization and deindustrialization in recent decades.On a global scale,welfareist policies are gradually being replaced by neoliberal policies,where large numbers of factories are transferred to emerging economies,as a result many workers are unemployed or can only engage in low-wage,low-skilled,low-welfare jobs;in some countries,there is no minimum wage legislation,the income of workers in the service sector is not guaranteed;the reduction in welfare expenditure has led to shrinking social welfare services and reduced support for grassroots workers' families.Cleaners are typically low-paid,low-skilled services,and are also working in industries where poverty is more severe overseas.Although the cleaners are known as "urban beauticians" in our country,the name of the landscaping may obscure the fact that they have work but are still in poverty.Shenzhen is now in the stage of non-industrialization,the tertiary industry accounted for the percentage of annual GDP has exceeded 60 percent.Will low-end service workers like cleaners fall into working poverty?Through the investigation and analysis of the employment and income and living conditions of the cleaners in Shenzhen,the author finds that the in-work poverty of the cleaner groups in Shenzhen is serious,and the relative poverty rate is nearly 30%.Then,the author through the analysis of data and interviews,to find out the causes of the poor workers in Shenzhen.One is derived from the "low income" of the cleaner group and the "need to raise more family members";the second is derived from the employer's injustice to the cleaners,including remuneration,welfare,working time exploitation.After analyzing the causes of the working poor population in Shenzhen,the author made three suggestions.First,it is recommended that the Government need to review the minimum wage in a timely manner and gradually increase the proportion of the minimum wage to the average wage of the staff.Second,to help the poor in the poor through the study and implementation of the "Low-Income Working Family Subsidy".Thirdly,the Government should take measures to protect the social security contributions of cleaner workers,overtime work compensation,to help cleaners to establish trade unions,so that they can protect their own interests,but also should be on the illegal cleaning company for heavy penalties.
