Research On The Problems And Improvement Measures Of The Resettlement Of Military Cadres In Qingdao

It is an important institution adopted by our nation and army that demobilized officers get ensured employment in civil sectors after serving in the army.Since the Interim Measures for the resettlement of demobilized military cadres promulgated in 2001,planned distribution and self employment has been the two main patterns.More and more demobilized officers get proper placement and contribute a lot to the local economic and society.However,with the deepen reforms of national defense and personnel systems,the conflict between the existing administrative placement and the market principle in personnel allocation suffering from many new problems and challenges.As a developed coastal city of significant military importance,Qingdao has been pressured by the increasing number of demobilized officers.It has become an urgent problem for local officials to adjust and improve the relevant policies and systems to solve these problems.This paper will elaborate on the demobilized officers' placement since 2014 introducing its methods,process,achievements,problems as well as causes and propose improved schemes based on public administration theories and some foreign ways.In the last part,this paper brings forward several suggestions and strategies to improve Qingdao's demobilized officer placement.
