Institutions In Xi'an, The Preparation Of Total Control

Total amount control of government institutions staffing has great significance on harmonious development of social undertaking and economic construction. It is an important measure that implements the strategic disposition of the party's 17th congress about "accelerating the reform of the administrative system and build a public service-oriented system which is needed by the socialist market economy", applies the scientific outlook on development, promotes the standardization of the process of agency staffing and rational allocation of resources, establishes the restraint mechanisms between staffing management and coordination of budget management. Study on total amount control of government institutions staffing is extremely necessary. The author processed from the actual situation of his career, penetrated that scientific and rational organizational structure and arrangement of staffing which are the basic guarantees for the smooth progress of the development and reform of public institutions.This paper is broadly divided into three main parts:PartⅠ:The definitions and characteristics of government institutions and total amount of staffing in government institutions were analyzed. The target of total amount of staffing in government institutions and principles for total amount controlling were given, from which, the author made further analysis on the status quo, potential problems, and reasons for these problems of staffing in Xi'an municipal institutions.PartⅡ:Through the analysis and summary about management of domestic and international staffing in government institutions, what the audiences can learn from are summed up.PartⅢ:countermeasures and suggestions of staffing total amount control in Xi'an municipal institutions were promoted. First, calculation model of staffing in government institutions should be built, as well as total amount of staffing should be calculated scientifically; second, total amount controlling management system should be established; third, total amount control and the respectively reform of government institutions should integrate perfectly; fourth, scientific management step of staffing in government institutions should be followed; fifth, information network utilities of government institutions should be established, the comprehensive supervision should be strengthened; sixth, real-name system management of government institutions should be improved; seventh strategic direction of personnel management system should be established.
