Five insurance system management handing mode of social insurance operated agency in Guangdong Province, objectively long obscured the reality of inadequate staffing. In the period of urban-rural integration strategy which cause the following mission in social security, further exacerbated the lack of staffing. Searching the mathematical model to settle staffing in the new situation is the main content of this thesis.This thesis analyzes the problems of urban-rural integration strategy, and estimates the service ratio of numbers of social security staff including medical insurance operated agency and insured in the end of2012. Through the theory of staffing and regulatory we analyse and establish the the principles of scientific rationality, dynamic and normative. Considering the characteristics of Guangdong Provincial social insurance operation and various factors, on the basis of the original Guangdong academic mode we adjust the service radio setting of employment injury insurance and maternity insurance and increase the scope of local adjustment coefficient, so that we build up a scientific and quantitative dynamic ratio formula under the new situation, which solve the key problem in operated agency capacity building. Social insurance operated agency staffing dynamic adjustment mechanism is mainly controlled by macro and micro means.
