Research On The Deepening Transformation Of Function, Pattern, Style Of Guye District’s Discipline Inspection And Supervision

The Third Plenary Session of the 18 th Central Committee of the CPC adopted Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform,and the CPC Central Committee came up with “Three Transformation” requirement,with transformation of functions as its kernel to change work methods and work style.Through adjustment of its internal departments,elimination of Organs for Deliberation and Coordination and construction of honest administering party style,Guye District has overcome mismatches and overrun and enhanced its strength in enforcing discipline and handling cases,making certain achievement in fulfilling the “Three Transformation” requirement.Meanwhile,with the proceeding of honest and clean party and anti-corruption,there are still some deficiencies.For instance,defects and shortcomings still exist in the execution of the “two responsibilities”;the present organization structure does not comply with the period task;the Discipline Team and the Discipline Committee fail to perform their duty proactively.Some simply shift blames to other shoulders;the “Four Situation”has not be formed yet;the methods of discipline execution are relatively laggard,not according with the new situation and new requirement.Some officers of discipline and monitor are not qualified,etc.Taking Guye District as study object,this study will summarize working experience of the execution of the “Three Requirement” in Guye District,adopt methods like questionnaire,penal discussion and data analysis,including objective data in the proceeding of honest and clean party and anti-corruption,to analyze problems in three aspects,namely,failure in function transformation,backwardness of supervising method and inadequate level of duty performance.Then,considering the new period and background of discipline supervision work and the rule of clean party and anti-corruption construction,it will come up with solutions and suggestions in three aspects to “focus on two responsibilities,deepen function transformation”,“clarify work ideas,deepen method transformation” and “strengthen self construction,deepen style transformation” in the execution of “Three Transformation”.
