With the rapid economic growth and urbanization, the Chinese population flow has been accelerated, which is a situation in the history. Floating population poured into the city, even more than the total original in habitants of the city, On the road, at the building sites, on the production line as well as retail services, they figure everywhere, providing services for the city with their youth, sweat, in exchange for meager pay. They effectively promoted the city's prosperity and progress in urban construction and development. Though of their comprehensive qualities, personal greed, social system, social environment and other issues, the floating population crimes have become increasingly prominent. And against property, violent, gang, younger into the main features, have brought tremendous pressure to the city's social security. To prevent and reduce the crimes of floating population, we must balance the development between the urban and rural, encourage the agricultural surplus labor to work in load towns, strengthen the construction of social equity, improve the social integration of the floating population, enhance their social supports, strengthen the culture and legal education, and establish an effective social security system.This paper consists of five parts.The first part is an introduction, clarifying the theme of the significance and the methods of this paper. The floating population crime is prominent, which has posed the greatest threat to the social security of cities. Based on the theories of criminology and sociology, using methods of literature research and statistical analysis to discuss the causes, prevention and control measures of this subject, has great practical significance.The second part is the literature review of domestic and foreign research. The crime of floating population is a common problem in the process of urbanization in the developed countries in the West, so they have a further study in this subject. Through the research in the concept of floating population and the crime of them at home and abroad, combined with our reality, it tells the value of this study.The third part is to clarify the current situation of floating population crimes. First of all, the author discusses the current situation and the cause of the floating population, and analyzes that it is the inevitable result of social economic development and urbanization in China. Secondly, according to all kinds of statistical data, the author figures out the features that the proportion of the total number is rising, the age of crime appears to be getting lower. Types of crime include against property, violent, gang based on geographical relations and kinship.The fourth part is the discussion of the causes of floating population crime. Respectively, from the social stratification, the gap between the wealth and poor, the culture conflict, the social support and other aspects of the transition period to explore the causes of crimes committed by floating population, which is the basis of the countermeasure later.The fifth part is countermeasures of the floating population crime. First, from the perspective of the diversion of floating population, promote the agriculture surplus labor works in town; second, proceeding from the social contradictions in the transition period, improve the integration of floating population by removing the social barriers between the city residents and them; third, enhance social support to prevent and reduce floating crime; fourth, strengthen the comprehensive treatment of social order; fifth, strengthen the human legal education. Above the five countermeasures, the author hopes to propose valuable advice to prevent and reduce the floating population crime.
