Open markets prompted a large number of rural migrants intocities constantly. At present the total number of floating population in China hasreached2,3million blind disorder to manage the city’s floating population of theenormous challenges, and lag urban and rural household registration system and itsderivative-related social security system make the flow population into the citybecome a dream. The bottom of society to become marginal urban populations, theytend to live in urban fringe areas, such as villages, urban fringe and other places, suchisolation and urban life of mainstream society makes them unique geographicalformation of small settlements as a link, inhabited by various regional groups, largesubculture environment, very easy to form deviant behavior, such regional crimegenerated in the floating population has seriously affected the stable development ofthe city, therefore, how to prevent and control the flow of population in regional crimeoccurred and spread to become social problems to be solved.Limo is greater than the rule, but also great in chaos. Stability is a prerequisitefor social reform and development. At present, more and more scholars began to focuson the issue of crime and to study the floating population, the paper drawing onprevious research results for the floating population crime based on analysis of thecharacteristics of the formation of the floating population in regional crime, and theuse of criminology, sociological theories and methods related to crime andcriminology geography to explore the reasons for the formation of the floatingpopulation in the regional crime and formation conditions and put forwardcountermeasures and suggestions of the few effective prevention and control of crimebased on this phenomenon in order to be able to provide a stable social order asurbanization in China.
