Research On The Construction Of Social Support Network For Minority Floating Population In Guangzhou

The report of the 20th National Congress of the Communist Party of China pointed out,"Take the awareness of the Chinese national community as the main line to strengthen and improve the party’s ethnic work"."This provides a fundamental basis for carrying out urban ethnic work in the new era.Along with the rapid development of China’s coastal socialist market economy and the substantial increase in its absorption capacity,as well as the continuous pursuit of a better life by ethnic minority people,the ethnic minority migrant population is increasing.Guangzhou has created community "ethnic home" to carry out project cooperation with social organizations under the guidance of Party building.Community "ethnic home" has not only strengthened the service management of urban ethnic minority floating population,but also provided a diversified communication and integration platform for the government,all sectors of society and minority floating population.With"ethnic home" serving as a typical case,a three-in-one social support network can be built to effectively improve integration of minority floating population groups in cities.Through participant observation and semi-structured interviews,we found that the organisational system and operational mechanism of community "ethnic home" are not yet perfect,and the formal social support provided to the ethnic minority migrant population needs to be strengthened;It is found that the social support provided by social organizations is intermittent and unsustainable due to their narrow coverage,inadequate internal management and service regulation;Due to a small social circles and blurred regional identities,ethnic minority migrants are more likely to seek support from their primary relationship networks when they encounter difficulties,and the power of informal social support is relatively weak.In response to the real-life dilemma of building a social support network,an effective path of cooperation and interaction between the government,society and the multiple actors of the ethnic minority migrant population is proposed to form a strong synergy and improve the quality of social support.That is,at the government level,continue to improve the toplevel design,improve the organisational system,improve the operational mechanism and increase the strength and effectiveness of formal social support;at the social level,social organisations are being engaged in multiple ways to expand the coverage of support,improve the internal management of social organisations and the interface with the actual needs of the ethnic minority migrant population,so as to enhance the sustainability and precision of social support;at the individual level,the ability of the ethnic minority migrant population to integrate into the city is being enhanced by improving their cultural quality,expanding the scope of social interaction and enhancing the sense of "ownership".Building an all-round,multi-layered social support network will help the ethnic minority migrant population gradually move from being a marginalised group in the city to a powerful group in the city,enhance their sense of urban integration and belonging,promote the harmonious development of urban ethnic relations,and forge a strong sense of community for the Chinese nation among the urban minority floating population.
