Investigation Report On Major Cases Of Drug Crime In Tianjin In 2010~2014

Drug crimes have been the central issue of global crime, which directly endanger people's health and easily lead to other social problems, causing huge economic losses to the country and the people and seriously affecting social harmony and stability. In recent years,China has made increasing efforts on cracking down drug crimes, although the overall crime trend has been improved, the situation of drug-related crimes is still not optimistic considering some serious cases. Therefore, it is significant that accurately assesses, investigates and analyzes the current status of specific major cases of drug crimes, which contributes to find the appropriate countermeasures.Though files investigation and interview surveys, take Tianjin People's Procuratorate as subject, major cases from 2010 to 2014 were surveyed and analyzed for the description of current Drug Crime Status in Tianjin area and corresponding recommendations and countermeasures were suggested and proposed.This paper is divided into four parts:The first part is a brief description of the purpose and significance of this report, which are the reasons for selecting Tianjin as sample areas and cause of the situation by analyzing major drug crime cases of the Tianjin Municipal People's Procuratorate from 2010 to 2014, to explore situation and triggers of the major cases of drug-related crimes in Tianjin and discuss the high incidence and find appropriate countermeasures to prevent and curb the practice, in order to effectively reduce the incidence of major drug crimes.The second part of this report describes the survey methodology, including time, place and method of investigation, which is a three-month investigation practice in Tianjin People's Procuratorate by files investigation and interview survey.By using graphs and tables, the third part focuses on the interpretation and analysis of results of survey. Wherein the specific content generally includes: the features and analysis of major drug crimes cases in Tianjin at past five years, major cases of drug crime and drug-related criminals characteristics analysis, drug crimes cause analysis. At the past five years, the number of major cases of drug crime in Tianjin was increasing and same trends were found in the numbers of cases and criminals, which reveals the difficulty in drug control.The main features of major cases of drug crime are crime type diversification, multiple types of drugs, crime forms, and secretive criminal means. The most drug crime criminals wereidentified as young men with a low educational level whom from other provinces. Also, the proportions of adolescents and elderly people are increasing. The main reasons leading to frequent occurrence of major cases of drug crime are growing illegal drug crime related market especially drug trafficking to support absorption of drugs; inadequate drug crime crackdown; new drugs and strategic location which providing convenient transport for drug.The fourth part mainly indicates the corresponding countermeasures for punishing major drug crime. Through the analysis of major cases in Tianjin of drug crime at past five years,countermeasures were presented based on two major aspects of combating and preventing drug-related crime. On the one hand, a significant increasing efforts on combat drug-related crimes were made, such as reducing flow of the drug market, strengthen containment of drug sources and mutual cooperation between the regions for establishment of anti-drug defense;also, contain modern drug-related crime, expose criminals' covert methods of crime, strictly developed secret investigation strategy, build drug purity identification procedures, strengthen application and enforcement to property related punishment. On the other hand, improving the prevention of major drug offenses and carry out anti-drug publicity and education, strength of detoxification, and strengthen the construction of rehabilitation institutions, improve prisons standardized management and scientific, conducting "in charge of sub-charge" strictly and rationally, implement specific cases redress, building prevention and control system for major drug crime punishment, are also the effective countermeasures.Combat and prevent drug-related crime has already become the focus of anti-drug work,and punish major drug crime is a top priority in China. Only organize all social resources to investigate and renovate drug crimes, the occurrence of major cases of drug crime will be prevented and number of criminals will reduced, to further improve the lives of people and promote national economic development and social stability.
