The issue of the trade of environmental goods has an important significance in the WTO multilateral trade system.EGs, Environmental goods, originated in the government supervision and management of the environment and with the expansion of the market environment, the global volume of EGs trade is increasing. In recent years, with the global climate being more warming and the world environment being worse, the environment trade friction between countries is increasing while the WTO main rules have many problems so that it is difficult to meet the ever-changing market demands of trade of EGs. In 2014, aimed to balance the relationship between trade, environment and development, the negotiation of Environmental Goods Agreement, EGA, was launched that its development directly affects the regulation of WTO on the EGs trade in the future. So on the one hand, the study on the regulation of WTO about the trade of EGs could reduce the trade barriers and expand the political participation of developing countries to promote the growth of the economy. On the other hand, it confirmed that WTO multilateral trade system would be the best choose when the counties manage the issues related to global governance.But the WTO has encountered many difficulties in dealing with the problems of the trade of environmental goods.Firstly, for the prospective of EGs, the problem is to determine the definition and scope, but given to the technical differences, political and economic considerations, the countries intended to reach consensus difficultly. Secondly, there is no unified and clear rules to deal with trade of EGs so that the WTO should institute new rules to reduce trade barriers and issues of the developing counties. Thirdly, because of the issues of global governance and multilateral trade system facing bilateralism, regional trade liberalization impact, attracting more countries to participate in the negotiations of EGA can achieve liberalization of EG trade in the larger range and reduce environmental damage caused by trade or the consume. Therefore, how to institute the rules is the issues of WTO and China as a big country of trade and development participating the negotiation of EGA.This dissertation researches on the regulation of EG trade that includes three parts, the introduction, body and conclusion, and four chapters in total about thirty thousand words.The first chapter is the summary of research on trade of EGs. This chapter studies the origin, summarizes the WTO rules and analyses the connotation of EGs and trade of EG. Then pointing out that there are many difficulties to define EGs.The second chapter is the main rules of trade of EGs under the WTO system and its problems. This chapter focuses on the study of existing tariff barriers, like goods,process standards and the special and differential treatment of the developing counties under the WTO existing rules. The chapter points out WTO should be further reduce the tariff barriers and make clear the rules for the non-product production and processing method; WTO is the lack of specific provisions about special and differential treatment of the developing countries so that the counties had no intention of joining the negotiations of EGA.The third chapter is the development of regulation under WTO system. This chapter study on the new rules development of EGA and on the development way of regulation of trade of EG and significance of WTO regulation. From the study, it is clear that the EGA is avoided to make a definition about EGs, but should reduce the tariff, regulate process standards, solve the multiple use of EGs, expand the scope of EGs and give more protection of the developing counties.The fourth chapter is about Chinese EGs trade problems and its strategies. The competitiveness of EGs of China is overall weak; the industrial structure is not irrational; some EGs have a competitive advantage; there is no special rules to regulate the trade of EGs and China suffer the trade remedy frequently. Therefore, when taking into account the domestic environmental protection, enhancing the competitiveness of EGs and seeking a stable international trade environment, China should actively participate in the EGA negotiation to promote the agreement reached. A t the same time, China should revise and improve the corresponding domestic law, improve trade conditions, strengthen the ability to deal with trade disputes and promote the transformation and development of EGs industry.
