The right to participate in the Public affairs refers to, according to the law, the people have the right to manage state affairs, economical and cultural undertakings and social affairs through various channels and forms. And the villagers' right to participate in the public affairs refers to, the villagers have the right to participate in the public affairs of village actively, and play an effective role on the operation of the village power and development of public affairs through their own behavior. Under the background of villager autonomy, the villagers participate in the rural public affairs, to express their demands, that is the basic requirement of the rural grassroots democracy construction in our country. But various kinds of system is not perfect and lack of the legal consciousness, which contributed to the current low degree of participating in public affairs of the villagers, that influenced the development of rural grassroots democracy in China seriously, therefore we need to safeguard villagers' right to participate in public affairs, through perfecting the related system and improving the legal consciousness, and so on.This article is divided into five parts. The first part introduces the basic theory of villagers' right to participate in public affairs in our country. First I define the basic concept of villagers' right to participate in public affairs, next I make a distinction about villagers' autonomy and the right to participate in public affairs. The second part summarizes the legal basis of villagers' right to participate in public affairs. This part discusses the theory significance of supporting the villagers' right to participate in public affairs, respectively from the people's sovereignty theory, the self-governing democratic theory, fully support theory, aims to provide theoretical guidance for the guarantee of villagers' right to participate in public affairs. The third part introduces the present situation and reason of exercising of villagers' right to participate in public affairs. the present situation of participating unfolds mainly from forms, characteristics and the trend of development of participation, The problems of participating are introduced mainly from the system, subject, way. The reasons are mainly introducedfrom three aspects: politic, economy and culture. I hope that the above various analysis can provide a basis for the proposed countermeasures. The fourth part puts forward suggestions on how to guarantee the exercise of the villagers' right to participate in public affairs. I hope that the increasing of democratic awareness, perfecting the related system, consolidating the economic foundation, can safeguard our exercise of villagers' right to participate in public affairs, can promote the development of grassroots democracy in China. The fifth part is the conclusion, which summarizes the main content, at the same time, it puts forward prospect on the future research direction.
