Exploring The Effectiveness Of The Venezuelan Public Affairs Governance System

Based on the theory of public policy process,this paper attempts to construct a efficient theoretical model of the two dimensions public affairs governance system which based on "strength" and "validity".According to the political development history of Venezuela,this paper analyzes the effectiveness of Venezuela's public affairs governance system so as to find a profound interpretation for Venezuela's political "pendulum",economic downturn and social crisis.On the base of this research also briefly discusses the international relation between China and Venezuela and the corresponding measures of China.In fact,when it comes to the governance subject and solutions or the governance object and network,the validity and intensity of Venezuela's public affairs governance system are insufficient.From the dynamic historical aspect,the lack of effectiveness of the government system can be attributed to history and reality.If there is no long-term stable and reliable political leadership which based on the social consensus to strengthen the capacity construction of the system,the future of this system will be difficult to change.Under the circumstances,China should have a thorough analyze of the effectiveness of Venezuela's public affairs governance system so as to improve our capability in controlling the risks of Sino-Venezuela bilateral investment and trade,it also helpful to build a multi-level diplomatic system which contains both official and non-official relations,thus we could ensure our national interests of the investment?commerce and diplomacy.That is known as "Analyze the internal affairs of the other country,and serve our country's foreign affairs".
