Netizenship is the combination of media literacy and citizenship. It might appear as basic application of internet, consumer of internet information, production of internet information, social collaboration, and social participation.The research about netizenship in weibo public opinion in emergency in this article is in that concept of netizenship above. Taking the Wenzhou train crash and the "Eastern Star" ferry capsizing incident as two examples, the research used the content analysis method to analyze the performance of netizenship on Sina Weibo @ headlines. And categories were constructed by different dimensions of comments by netizens.The research shows that: comments of emergencies change from a wide range of criticism and curse to objectively looking at the cause of the incident and the government response, from ignoring the media behavior to questioning media reports, from irrational curse to calling for a return to rational, from "pan-politicization" to "anti entertainment", from rumours believing to making objective comparison of similar events, and more humanized. These are the changing of netizenship in two examples, also the promotion of netizenship.According to the performances given, the research analyzed the cause of change. It shows that: the change of netizenship is due to internal and external factors. From the external view, such changes are affected by the information channels, government behavior, and online rumors governance.From the internal view, the promotion of netizenship has its own logic framework inside. A variety of psychological motivation and other acts of behavior can be used as a key point in order to explore ways and means of netizenship education.
