Social problem can be solved, and the social justice and harmony can be realized. Finally the people can fell happiness.Although the social governance comes from the west, in fact it is a basic function of national government. Conceptually, used social management is a national management,which adapt to the economic, social and cultural. According to the exchange of social environment, the Third Plenary Session of the 18 th Central Committee of the Communist Party of China adopted Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform on November 12, 2013. The decision uses the concept of social government formally and absorbs the western achievement. There are many differences from subject,scope, the operation of power, idea and solution. Paying more attention to build "shared development" comes from social governance with Chinese characteristics. This system uses systematic, legal, comprehensive, and original method to manage the society. Except that, it powers by social organization of well-defined responsibility and legally governance. It guarantees by perfect public security system to prevent and resolve the social conflicts.Finally, the target to a new management pattern which forms by grassroots governance and service regular.The governance system serves and relies on people, and reflects the principal position of the people. It insists the position of people creating the history and looking forward to the wonderful future. It awards the power to masses, doing everything for them, relying on them in every task, carrying out the principle of "from the masses, to the masses".Insisting the principal position of the masses plays a key role in promoting the modernization of " social governance capability".
