Research On The Path Of Qingtian County People’s Procuratorate Participating In Social Governance

Grass-roots procuratorial organs are an important part of the local social governance system.It is the duty and mission of procuratorial organs and the challenge they must face in the new era to improve their ability to participate in social governance.Procuratorial organs as an important subject of social governance,after the reform of the judicial system and the supervision system reform,how to be more efficient to solve the problems in social governance,improve quality to participate in social governance,better integrated into the system of social governance,enhance legal supervision function of procuratorial organ in social governance,it is a subject worthy of further study for the current grass-roots procuratorial organs.This paper uses the method of combining theoretical research with field investigation.With key words such as "social governance","grassroots procuratorial organs" and "path",relevant literature was collected and sorted out.The theoretical research results of grassroots procuratorial organs’ participation in social governance were then carried out with divergent thinking to provide a logical context and framework for the research presented in this paper.Taking Qingtian County People’s Procuratorate as the object of empirical study and taking public governance theory,new public service theory,and collaborative governance theory as the theoretical support and guidance of the study,this paper analyzes the current situation of Qingtian County People’s Procuratorate’s participation in social governance,summarizes the existing problems,deeply analyzes the causes,and puts forward the optimization path.In recent years,on the basis of practicing the procuratorial function,Qingtian County People’s Procuratorate has accurately served the overall situation of social and economic development,committed to participating in social governance,and made certain achievements,but there are some problems at present,such as poor operation mechanisms for participating in social governance,the intelligent construction of prosecution organs lagging behind,and a lack of versatile professional procurators.Through analyzing the causes of these problems and based on the contrast of theoretical research,we set out four optimization paths: these are streamlining the operation of the procuratorial organs to participate in social governance mechanisms;improving ways for procuratorial organs to participate in social governance;promoting the intelligence level of the procuratorial organs to participate in social governance;strengthening procuratorial organs to participate in social management personnel training;Put forward practical suggestions from different aspects.These are: improving the law enforcement working mechanism;the contradiction resolving mechanism;being in touch with the supervisory organ mechanism;focusing on the main business;paying attention to supervision;the main responsibility for handling the case;emphasizing the service subject;exploring intelligence working modes;opening channels of information sharing;improving procuratorial intelligent team construction;strengthening ideological education;strengthening education and training;optimization of management mechanisms.To propose effective methods for grassroots procuratorates to participate in social governance,with a view to optimizing and improving their current participation in social governance.
