Research On Social Organization's Participation Path In Social Risk Governance

With the acceleration of social reform and social transformation,the society is facing more and more uncertainties and risks.How to reduce and eliminate social risks and safeguard social development and social stability is a practical problem that needs urgently to be solved.The traditional government-led risk governance model can no longer meet the needs of social development.The Third Plenary Session of the 18th CPC Central Committee proposed to innovate the social governance system,improve the social governance methods,and stimulate the vitality of social organizations.Under the guidance of this goal,it has become an inevitable choice to guide social forces represented by social organizations to participate in risk governance.The participation of social organizations in risk governance can advance the modernization of national governance systems and governance capabilities,and help create a new pattern of social governance that is jointly managed and shared.This paper uses the non-enterprise studios in P district of Shanghai as an example,takes governance theory as the theoretical perspective,and uses in-depth interview data to systematically study the ways in which social organizations participate in social risk governance.This article focuses on how the social organizations represented by the studios themselves operate?As social forces outside the government and market,social organizations are integrated into the country's risk management system,and what kind of participation path has been formed?What practical difficulties do social organizations face in participating in risk governance and what development paths should they choose?Under the trend of socializing risk governance,how to bring into play the main role of social organizations and improve the social risk governance system in the new era is an issue worthy of in-depth discussion.The study found that:first,social organizations represented by the studios formed vertical and horizontal participation paths in the governance of social risks.From the vertical perspective,the studios is located in the "District-Town-Committee" set of "three networks" among them,forming the overall force of social organizations participating in social risk management.From a horizontal perspective,the studios connect with the court's lawsuits,connects with the police stations through joint mediation between the police and the people,and connects with the Letters and Calls,which formed the work pattern of the cooperation between the government and the society,and improved the "three-linked linkage"working mechanism.Secondly,in the national risk management system,the participation of social organizations in risk governance is a dependent participation,which leads to the structural predicament of legitimacy crisis,organizational resource dependence,human resource constraints and social cognitive bias.Finally,the social organization should realize the embedded development in the national governance system:one is to reshape the system,improve the social organizations and their laws and regulations to resolve conflicts and disputes;two is to implement the differential support policy and to promote the brand and the characteristic development of the social organization;the third is to adhere to the professional orientation of social organization development,and to shape a professional team of people's mediators;fourth is to classify and govern social organizations and improve the three-level and four-tier mediation networks,so as to eliminate the structural difficulties and optimize their participation in risk management.
