Study Of China's Strategy Of Balancing Sea Power And Land Power

In modern history,there is never been a land-sea country smoothing rising up,their geopolitical disadvantage has made great barrier for their development.To address the disadvantage,all those land-sea countries went to war with sea powers and finally defeated.China is a typical land-sea country,it has wide land and long coast,by opening up and reform,China improved it's power rapidly,it's very clear that China is a rising land-sea power.In history,through communications and war with neighbor tribes,ancient Chinese people gradually expand their territory and a lot of small tribes been assimilated and become part of Han tribe,finally shaped the united China empire.Land power is deeply embedded in thinking of Chinese government.Since the first Opium war,British fleet defeated Qing dynasty followed by a series of defeat by French,Japan and Russia,the long closed Chinese coast finally open to western countries from the ocean.After first Sino-Japanese war China made great payment to Japan and lost Taiwan to a sea power,since that Chinese decision makers know it self as a land-sea country.Now China established trade connections with all nations around it's territory,China becoming the second biggest economy power right after US,it providing tremendous products to world and consumes abundant resources.Since 2000,China's military force improved very fast in both navy scale and weapon quality,China is able resist any other military force in the world.It is undeniable that there is a chance that land-sea powers will rising along the same path with Germany,French and Russia in modern history,when economy developed,these countries starting build navy to challenge sea powers,but history already proved that this is a wrong way to go,their failed experience has made it clear that war thinking is not going to lead land-sea powers to a successful rising up.With sea power in front and land powers on the back,land-sea power has to deploy it's resource in both front lines,if the navy defeated in the ocean,land-sea powers will forever seized by sea powers.It bring up the importance of balancing land power and sea power in the national strategy of a land-sea countries like China.Learning from the lessons and experiences of failed land-sea countries,China figure out the fatal conclusion that it need to balance it's land power and sea power.As theworld interests already shared by sea powers,China's rising up will compel them to give up some interests.At the same time,China's rising up has made neighbors fell strong insecurity,some very normal behaviors like building islands and navy trills were considered aggressive,once these neighbors allied with sea powers,China will be seized.The unsolved Taiwan issue add more unstable factors to China's effort on balancing it's sea power and land power.On other aspect,China is facing a lot of opportunity,after so many years of development,China accumulated enough investing fund,China have very strong ability in building rail-way,high-way and other kind of infrastructures,it is very attractive for poor countries on silk belt.The international environment is relatively moderate compare with those failed land-sea powers in modern history.The worsening relationship between US and Russia granted China with begin strategy space to balance it's land and sea.“one road,one belt” is a peaceful strategy that leading a clear direction for China's building of land power and sea power.China should make itself a bridge between Sea powers and land powers,take the advantages of solid infrastructure,deepen the communications of these countries.Meanwhile,China should improve it's soft power by sharing culture and value with other countries,offset the worries of it's neighbor countries.China also need to improve it's internal management,avoid the potential conflict between sea sectors and land sectors.Only by been extremely patient,China will implement a stable strategy that smoothing balancing it's sea and land power.
