| Selecting "the first secretary" in the village to help party building and shaking off poverty is one of the significant method of carrying out the decision deployment of central poverty alleviation and development and the important speech spirit of General secretary Xi Jinping,further advancing "Three Rural Issues" work,and enhancing construction of rural grass root party organizations.Practice in Jiyang county proves that developing "the first secretary"assistance work in rural could strengthen the construction of rural party organization and explore the inner activity in village.Meanwhile,starting from aspects of improving rural production and living condition and elevating villagers' civilization degree,"the first secretary" builds solid practical foundation for the economic prosperity,establishment improvement,environment beauty and cultural harmony of new socialist countryside.The poverty alleviation work actively participated by "the first secretary" exerts the function of guidance and assistance,assists "the village committee" to carry out each policy of strengthening agriculture and benefiting farmers,and helps to lift villages and farmers out of poverty.Practically,it achieves the target of resource in village,work in basic level and cadre in grass roots units,indeed helps the grass root level from their part,and becomes the effective measure of attaching importance to the basic level,benefiting the common people,promoting the harmony and cultivating the cadre.Under the foundation of existing researches and based on practice of assistance policy from "the first secretary" in village developed in Jiyang county,this paper adopts the literature analysis method,comparative study method and case study method to rationally analyze and study this kind of poverty alleviation model,explore its feasibility,and provide reliable theoretical basis and practical foundation for improving construction of grass root party organization and poverty alleviation of poverty village.The main parts of this paper are divided into four parts:The first part illustrates the executive condition of assistance policy of "the first secretary" in village in Jiyang county,summarizes the background and development of assistance policy of "the first secretary" in village in Jiyang county,deeply explores the selection as well as deployment work condition and training as well as assessment condition of "the first secretary".The second part further analyzes the executive effects of the assistance policy of "the first secretary" in village in Jiyang county from aspects of macro and micro performance analysis.The third part analyzes typical characters and cases in village assistance from two dimensions of "the first secretary" selected by city and county.The fourth part finds out problems and suggestions faced by assistance policy of "the first secretary" in village of Jiyang county based on the analysis and study from the above three parts and provides referential ideas for further development and advancement of this policy.Selecting "the first secretary" in village for assistance is not only the practical requirement for enriching the gross root experience of government cadres but also the inner requirement of basic social management in this new situation.From comprehensive study to the executive situation of assistance policy of "the first secretary" in village of Jiyang county,this paper reveals the positive functions played by the assistance policy of "the first secretary"in village in the construction of new socialist countryside."The first secretary" brings brand new thoughts and developing concepts to villages and improves the total change in village.They fully exert advantages of talents,fund,technology,information and policy,help their villages to enhance the grass root organization,achieve accurate poverty alleviation,make backward villages achieve unprecedented developing resources and conditions,achieve concrete development and drive local people to take road to prosperity. |
