The Study Of Grass-root Targeted Poverty Alleviation Based On The Perspective Of Interests Interaction

The paper takes the B village in the central area of Shandong province as an example.First of all,it introduces the implementation of the precise poverty alleviation policy.Meanwhile,the paper reveals many problems in the progress,such as the inaccurate identification of poor people,the competition for the identity of poor people among the villagers,the futile practice of one to one help and the extreme low income of poverty alleviation program.Secondly,this dissertation uses the Benefit-analysis method and the interactive theory model of Me Laughlin to analyze the different benefit consideration of each stakeholder,such as township poverty alleviation office,district department assisting poverty alleviation,cadres in the village and villagers.Based on the above research,it clarifies the situation that each stakeholder executes policy driven by own interests.Then the paper indicates many problems in the policy implementation of B village poverty alleviation.Thirdly,considering the fuzziness of the precise poverty alleviation policy,the unidirectionality and closure of interaction among different agents,the difficulty of policy implementation,the paper points out the problems in the interaction among different stakeholder and their deep reasons.At last,the dissertation makes some suggestions aiming at solving the above problems,like establishing a unified information platform,compressing the space for interaction among different stakeholder,establishing a long-term mechanism for precise poverty alleviation by optimizing all participants and so on.With the above research,this dissertation tries to offer a reference for implementation of the precise poverty alleviation policy in non-poor areas.Besides,it also wants to improve the effects of policy implementation in such areas.
