Intrinsic motivation in public service as the core content of motivation of public organization,also plays an immeasurable role during the operation of public organization.The so-called intrinsic motivation in public service means individuals or organizations which engaged in the provision of public service,because of their own public awareness or public spirit,voluntarily bring about public service behavior,and generate a sense of achievement or self-efficacy during this process,it may be said that he gets some kinds of utility during the mission,while the occurrence of this behavior without external stimuli,it can be considered that someone or some organizations get intrinsic motivated.In reality,public organizations expose the thorny issue of moral anomie,in addition to the external objective reasons of market economy's defect,if we investigate its underlying causes,lacking of intrinsic motivation can be considered its most important reason,the elements of intrinsic motivation in public service do not get adequate attention,public organizations urgently need to wake its intrinsic motivation in public service.The study on awaking intrinsic motivation in public service,not only enriches the incentive theory of public organizations and the theory of organizational change,provide a way to improve public sector performance level and quality of public service,it has theoretical value and practical significance to solve the issue which public organizations face in addressing "Public Power Alienation","Black Hole of System" and other issues,but also may provides public administration research a new field.Clarify the research on some problems of awaking intrinsic motivation in public service:Firstly.explain the connotation of intrinsic motivation in public service;Secondly,combine five elements,and reveal the intrinsic link between the elements;Thirdly,construct integrated elements model of the process of intrinsic motivation in public service;Fourthly,construct a awakening mechanism of intrinsic motivation in public service which is suitable for China.Through the analysis of integrated elements model,we can conclude that the process of intrinsic motivation in public service mainly is influenced by both individual and organizational factors.Thus,we put forward awakening mechanism of intrinsic motivation in public service:(1)Internal sanctions and Self-awareness.Solidify the intrinsic value of individual ethics in order to carry out internal sanctions facing moral choices;Need adequate self-cognitive,cultivating good in humanity,establishing a noble pursuit faith,positively waking moral self to achieve self-awareness.(2)Cultivate organizational consistency and turning training.It involves that construct the value of organization,goals and culture as the core of organization,adopt consensus-based decision-making,strengthening the right to speak in public organizations to cultivate organizational consistency,carry out turning training to promote individuals awakening and true.(3)Wake awareness of public power.We carry out internal sanctions,self-awareness and cultivation of organizational consistency in order to cultivate public nature,so that we can wake intrinsic motivation in public service.The goal of the study on awaking intrinsic motivation in public service is to accurately deconstruct intrinsic motivation in public service,explore effective ways to stimulate intrinsic motivation in public service,apply a series of measures in public administration practices.Study on awaking intrinsic motivation in public service has strong value in the management of government.This paper just select a number of angles to explore possible ways to wake intrinsic motivation in public service,it has not yet formed a complete set of mechanism,and it is necessary to further study and discuss the measures presented in this paper.
