Study On Improvement Countermeasures And Current Circumstances Of Administration Services Works For Foreigner In City Police

With China and the world's development in the area of economic,social and cultural development,and the deepening of reform and opening up,foreigners in China showing a faster frequency,diversity,identity,complicate characteristics,which brings new challenges to immigration police officers.This thesis foucs on Management services,characteristic,development trend and existing problems of immigration service of public security bureau Tianjin,combining the way of management service and experience of foreigners in Chnina and abroad,by literature study,investigation methods and exploratory research,with the perspective of reform and innovation.The existing immigration administration system coordinate with the current immigration environment as a whole,there are four stages of development since the founding of PRC.At current stage,China's major cities,including Tianjin have management and service bottlenecks,mainly reflected in: immigration administration system is not perfect,the top levels of Government lack of overall planning,ideas,administration measures not in high degree of integration,lack of integration of interdepartmental information resources and the law enforcement;Institution-building public security buearu exit-entry administrationis not perfect,the foundation is weak,the breadth and depth is limited,the management systems is obsolete;The standard of management services is not high,law enforcement resources are scattered,the ability is not same,the benefit is big difference;the immigration administration power is single,and less of social participation.The reason,lies mainly in the areas of reform and innovation,which is relatively limited in breaking through and resource integration,the immigration adminitration system build and covering lack of a unified planning.In the new era,ushered in a period of five strategic development opportunities inTianjin,the policy environment is increasingly conducive,the development is robust,and faces both opportunities and challenges.This thesis is on the basis of the investigation,combination with the public security bureau "1+3" framework reform programme on exploring and establishing comprehensive management patterns of immigration,treat foreigners as local population management,strengthen the management of immigration service,perfecting the whole dynamic control mechanism,strengthen the requirements and planning of the management of immigraion service.Research and prospect the immigration services.Proposes the main idea of"Government-led,driven by public security management,social participation as the extension.”in Tianjin.Analysis of levels of Government,public security and social position.On this basis,initial planning and exploration optimization and manpower resources from the Government's immigration service level,Internal institutional mechanisms building for the improvement of public security,Perfecting standardization management system.guide social forces to participate in city management service of China.
