Research On The Residence Management Of Foreigners

As China further expanded the scope of its opened-up areas,the quantity of foreigners who take up residence in China continues to increase,and the task of the exit and entry management of public security organs becomes increasingly arduous.<Exit and Entry Administration Law of the People's Republic of China>,which is promulgated and came into force as of July 1,2013,has not only integrated the existing laws,but also elucidated the focal point of the further work of exit and entry management of China.That is,according to the new situation and new problems in the existing exit and entry management,the focal point of further work has been focused on the foreigners exit and entry management.However,the supporting laws regulations and rules,the establishment of dependent functional departments and the exact implementing regulations were not described completely in the new law.We have to make further exploration and research.The thesis took the cases happened in Changsha City as examples,to make research on the foreigners' residence management of the exit and entry management of public security organs.According to the analysis of characteristics and existing problems in foreigners' residence management of public security organs,the administrators in corresponding departments should target towards the organic unity of state interest,administrative management and public service.On above basis,the thesis first expounded the status quo of the foreigners' residence management of public security organs in Changsha and the problems as imperfect supporting laws regulations and rules,unscientific establishment of departments' function and assessment criteria,unscientific foreigners' accommodation registration system and rough sharing approach of management information,which adopted the investigation and study method.Then,the thesis gained the enlightenment of transformation from exit and entry management to international immigration management,from comparing national and international basic researches and effective measures on the foreigners' residence management,which adopted the comparative study method.Finally,the thesis gave the countermeasures and suggestions in four aspects as following: to complete the legal system of foreigners' residence management,to optimize the functional system and assessment criteria of exit and entry managerial department,to build a entirely covered and resource sharable foreigners' management platform and to bring the power of basic-level public security organs and society into play.It made an exploratory expatiation on the working mode of public security officers,which is in conformity with the professional characteristics of foreigners' residence management in China and practical requirements.
