Ever since Obama administration came to power,the administrative agency has been taking a tough stance on the South China Sea issue.The Congress took action frequently and members of parliament put forward legislations concerning this issue frequently,and some even wrote to the administrative agency directly.The committee also held many hearings on this issue.The U.S.Congress is paying more attention to the South China Sea issue,ranging from the freedom of navigation to resource exploration and development to reef and military construction of China and other aspects.It can be said that the U.S.Congress has always been a negative element in the development of Sino-U.S.relations,and now the U.S.administration's tough attitude and position on the South China Sea dispute is clearly associated with the deep impact of the U.S.Congress.It is particularly important to deepen the research on the U.S.Congress and to propose new measures to solve the relevant problems.Based on the original records and archives of the legislation related to the South China Sea issue,the paper sorts out the variable trends of the types of bill,the contents of the legislation and the number of the legislation involving the South China Sea situation by analyzing the relevant legislations of previous congresses.It also summarizes the change of congressional attitude towards the South China Sea issue dispute and summed up the motivation of the proposals put forward by the Senate and House of Representatives so as to work out countermeasures to minimize the negative impact of the U.S.Congress on the South China Sea issue.With the continuous fermentation of the South China Sea issue,the South China Sea issue has become a new obstacle to the healthy development of Sino-U.S.relations,as well as the source of the negative public opinion of the international community on China in recent years.It is to continue to pay closer attention to the latest development of the South China Sea dispute,analyze the multi-factor sources that affecting the South China Sea issue,strengthen China's strategic response in all aspects,and safeguard the national interests of our country.
