The Exploration Of South China Sea Issue From The Perspective Of Sino-US Relations

The South China Sea issue refers to the dispute over the ownership of it between China and the neighboring countries South China Sea,which broke out in 1970 s.Its cause lies in: first,rich oil and gas resources were explored in the South China Sea in 60s;Second,the United Nations Convention on the Law of the sea which took effected in 1994 became the so-called “league basis” for the countries around the South China Sea.So the origin of the South China Sea issue is about to seize the islands of oil and gas resources.The South China Sea issue is essentially a bilateral issue between China and Southeast Asia and has no direct connection with the United States.However,it is the intervention of the United States that made the non-existent dispute appear.And it is also the United States that created “The south China sea status remains unresolved”.Later,the United States even backed up the Southeast Asian countries to make troubles frequently in South China Sea.It has been proved that the evolution of Sino-US relations is closely related to the development of the South China Sea issue.Therefore,this thesis,from the perspective of Sino-US relations as a starting point,explores the development of the South China Sea issue.It can be said that the future orientation of the South China Sea issue will also depend on the trend of Sino-US relations to a large extent.This thesis is divided into four parts.The first part focuses on the status of the South China Sea issue in Sino-US relations.The South China Sea has become a hot area of concern for its unique shipping value and abundant oil and gas resources.It is also the exploration of oil and gas resources that makes the South China Sea issue began to appear in 1970 s.The basic property of the South China Sea issue is the illegal occupation of the South China Sea Islands by Philippines,Vietnam and other Southeast Asian countries.As a result of the involvement of the United States in the South China Sea issue,it has become a means that the United States suppresses China.With the United States returning to the Asia Pacific Strategy,the issue of the South China Sea has also played a significant role in the Sino-China relationship.The second part discusses how can the evolution of Sino-US relations has an impact on the South China Sea issue in detail.At the beginning of the founding of the people's Republic ofChina,China and the United States are still in the stage of all-out confrontation.On the South China Sea issue,the U.S creates “The south China sea status remains unresolved”.,which makes the South China Sea sprout.Entering in 70 s,Sino-US relations began to ease.The United States no longer uses positive interference as the main form on the South China Sea issue.“Nonintervention” policy becomes the form of the South China Sea Policy.The United States begins to turn behind the scenes and manipulates the situation on the South China Sea by supporting Southeast Asian allies.At this stage,Chinese also recovered part of South China Sea Islands after the sea battle of Xisha.After the Sino-US relations have entered into the state of competition and cooperation,the U.S.policy toward ASEAN in the South China Sea has been fully performed,among which Mischief reef event was a typical example.The United States has also increased its military deployment in the South China Sea,especially after the outbreak of the "9.11" incident,the United States is further strengthening its military presence in the South China Sea in the name of anti-terrorism,and the situation in the South China Sea has also become tenser.Since the beginning of the new century,under China's continuous efforts,finally,China and the United States have reached a consensus on the new pattern of relationship between China and the United States.However,with the rapid growth of China's domestic economy,the United States has to raise its vigilance.Under this background,Philippines,Vietnam and other countries began to launch an attack on China on the South China Sea issue.The United States took advantage of this opportunity to strengthen economic and military cooperation with the Philippines and Vietnam,trying to push the South China Sea issue to the international arena.The third part analyzes the strategies and tactics of China and the United States on the issues of South China Sea.The reason why the United States is involved in the South China Sea issue is that from the perspective of economy,to safeguard its interests in Southeast Asia and the entire Asia Pacific Region from;politically,in order to limit the development of China;militarily,aims to build a strategic encirclement of China.In strategy,the United States mainly carries out“offset China's policy”,embodied in the upgrade action after the China action so as to consume the resources of China.Aiming at this strategy of the United States,besides the construction of Island,China also held “bilateral conversations in the form of a dialogue”,and safeguarded China's interests in the South China Sea with the help of international public opinion.The fourth part puts forward some solutions to the South China Sea issue from theperspective of Sino-US relations.From the process of Sino-US relations,there is no doubt that the first step to solve the South China Sea issue are further strengthen Sino-US relations among major powers,extend cooperation in all aspects of China and the United States and eliminate of Sino-US strategic mutual suspect.From the American point of view,China should reduce the impact of American factors on the South China Sea and strengthen cooperation with the United States in energy development.From China's own point of view,on the one hand,China should deepen economic ties with ASEAN and get more right to speak in the South China Sea issue,on the other hand,China should strengthen the coastal defense construction to promote the establishment of non-traditional security mechanism in the South China Sea.On the South China Sea issue,China must express a strong attitude and determination.
