A Public Opinion-led Study Of Public Emergencies

At present,China's social transition period,the reform into the deep water,social transformation to promote social structure has undergone profound changes,the gradual diversification of social interests.The rapid change of social development and the contradiction between the system and perfect after the sudden events,group events.Each of the sudden events behind the hidden social public opinion,the public will have a view of the incident,but also the formation of public opinion.And for the public opinion to guide and deal with it properly,for the subsequent disposal of emergencies plays a key role.Public opinion guide and deal with,will quickly quell public opinion,make public opinion towards a favorable event handling direction,and inappropriate response to public opinion,will happen two times of disaster,the emergency disposal of the parties in a passive position,public opinion caused by large bad diffusion,negative influence to the image of the government.This article is based on the guidance of public opinion and perspective after the occurrence of unexpected events,take the literature research,comparative study,case study research method,experience from past research and actual cases in the development and dissemination of public opinion combing process,and gradually restore the real situation of the case,the analysis of public opinion coping style when the government departments.From the event to look for opportunities to accumulate experience and lessons.Mainly put forward under the new situation,Kunming city emergency department main body which exists in the emergency public opinion guidance and response in question,and proposes targeted coping strategies to guide public opinion,to ensure reasonable control of events in the process of the development of the maximum.This paper focuses on the following three aspects of the content:First of all,this paper introduces a series of related concepts,such as emergency,crisis management,network public opinion management,and related concepts,such as interest,life cycle of public opinion,information ecology,communication management and agenda setting theory.Secondly,starting with the case analysis of several typical emergencies in Kunming,to restore the situation and development process,combing the authorities to guide the action,summed up the reasons for empirical analysis.And combined with the domestic and foreign emergencies of public opinion to guide the specific approach to deal with,through the comparative analysis,looking for differences,to extract useful reference.Finally,from the perspective of the practical significance of the research,the scientific and reasonable suggestions to perfect the countermeasure of emergency government response to public opinion,four aspects of construction,from the concept of mechanism position construction,team construction and ability rating mechanism,expounds how to make public opinion guiding and coping.This study tends to the practical significance,in all kinds of research,mostly from the national legal system,legislation,research and discussion of the topic from the top-level design level set of our government institutions and the academic research level,but for the current system,the implementation of a public opinion working how specific guidance but did not elaborate.In this paper,the final suggestions,standing in the practical perspective of practitioners,methods and principles to guide public opinion,guiding skills and even misunderstanding lesson commentary writing essentials such as operational topics were refined,the purpose is to give China in social transformation period,facing many uncertain factors leading to all kinds of unexpected events emerge in an endless stream under the situation of public opinion a study of workers can draw conclusions.
