Research On Provincial And Municipal Government Power List System From The Perspective Of Administrative Law

For a long time,he supervision and control of government power is the focus of social concern.The government holds an important power,once failed to regulate the exercise of the whole society will bring very bad influence.Therefore,the power into the transparent system cage,it has become an urgent need to see the results of the public,but also the current government must pay atttention to and take measures to solve a major problem.The third and fourth plenary session of the eighteen proposed to implement the system of government power list,in order to achieve the purpose of decentralization and supervision and control of government power.Since then,the CPC Central Committee and the general office of the State Council is jointly issued the "guidance" on the implementation of local government departments at all levels of the power list system,the province three counties government to build the power list system defines time and deadline.All these have provided a strong government guidance for the implementation of the system nationwide.As a new system,the system of government power list has its unique advantages.Its essence is to limit the power of the government,strengthen the supervision and restriction of the government power,regulate the exercise of the administrative power of the government.Its implementation will help to optimize the government administration and promotion of government public administration,optimization of government administrative services and improve administrative efficiency,which will affect the development of our country under the rule of law,rule of law and rule of law government.Therefore,it is very necessary to study the list of government power.However,we can not be ignored is that the current our country in the implementation of government power list system in the process,because of the influence of many realistic factors,leading to the emergence of many problems,such as the legal system does not support,not a responsibility.These are the need to focus on,and put forward specific countermeasures to solve.In this paper,the author of the paper is divided into five chapters:the first chapter is the introduction,mainly from the research background,research significance,research status,research contents and methods and innovations in areas such as paper,write a brief overview of general content to study the following contents of the article and related to demonstrate foreshadowing;the second chapter is mainly from the definition of the power list,a list of government power system's concept,essence,legal attribute and the logic structure of five aspects are analyzed;the third chapter is the provincial and municipal governments to establish power clear theoretical basis and function of the position of a single system,elaborates the system related theory the basis and value of the function,in order to better clarify the construction of the system;the fourth chapter is the empirical analysis of municipal government in our country,the power list system of trapped The analysis of the environment,introduces the construction process of our country's government power list system,and then combined with the typical practice of Guangzhou,Zhejiang and other provinces and cities to discuss the existing problems in the process of building the system,and finally to the plight of a more detailed analysis;the fifth chapter is the path of provincial and municipal government power list system,the the first chapter introduces the basic ideas of the implementation of provincial and municipal government power list system,then detailed design in the specific implementation measures,in order to provide some ideas for the construction of government power list system in China.
