| The power list system is a necessary system for China to regulate and restrict the administrative power,protect the civil rights,improve the administrative efficiency and stimulate the market vitality.This article takes Yantai City as an example to analyze the current status of the local government power list system,finds that the implementation of this system has achieved certain results: through power clearing and power reduction,it has promoted restricted power,effectively promoted the opening of administration and the transformation of government functions.Some areas in China have developed their own model.This article learns from the successful experience of implementing the power list system in Yantai City,Zhejiang Province and Shanghai Pudong New Area.However,because the government’s power list system is mainly promoted by administrative means,there is no comprehensive and specific regulation of the system by laws and regulations,coupled with the fact that the dynamic adjustment mechanism of the power list,the supervision mechanism is not perfect,and the lack of professional personnel,etc.Therefore,there are several urgent tasks to improve the power list system.First,we must formulate relevant laws and regulations to comprehensively and specifically stipulate the power list system.Secondly,we should speed up the establishment and improvement of the monitoring and accountability mechanism of the list powers,at the same time,we should enhance the awareness of the rule of law among the relevant staff,enrich the power list talent team,further improve the rationality,legitimacy,and authority of the government power list,and promote the healthy development of the government power list system. |
