A Sttudy On The Improvement Of The Kangbashi Three Dimensional Construction Of Public Security Prevention And Control System

At present, our society is in the transition period, all kinds of contradictions and disputes and social security issues is increasing .The old social security prevention and control measures have been unable to meet the security needs of the people today. In such a situation, the study how to improve the prevention and control of three-dimensional social security system and to propose appropriate measures has important significance.Except the parts of "Introduction" and "Conclusion", it consists of four main parts.The first main part is the "overview of social security prevention and control system " This part discusses the process of its development and analyze its distinct features compared to the features of that general social security prevention and control system.The second main part is the "three-dimensional of social security prevention and control system for Kang Bashi." This part takes the example of Kang Bashi, Ordos City and describes the city's current social security situation, also the problems, the relevant main measures that have been taken in the recent years. These measures are as follows, propulsion technology of anti-illegal network construction, implementation of community policing strategy, reinforcing the street monitoring, strengthening network security, the establishment of warning mechanism, formation of large network security.The third main part is the "Analysis of the reasons that the problems in social security prevention and control system in Kang Bashi, Ordos City." The part continues to take Kang Bashi as the example, to examine and to analyze the causes of the problems of Social Security Protection in the current city.These problems are the lagging-behind concepts, defective mechanism,inadequate power, backward technology in social security prevention and control system.The fourth main part is "the experience and practice of other cities in the country to improve the social security system. This part focuses on some good practices and experiences of Suzhou, Beijing and other places in the prevention and control of social security.The fifth main part is "the thought of perfection in three-dimensional social security prevention and control system " In terms of its problems, thispart gives five solutions. First, keep up the pace, reversing the idea of social security; second, reform policing mechanism to ensure the efficient operation;third, release police resources to enrich the power of prevention and control;fourth, optimize it and realize information technology leading; Fifth, broaden the areas of prevention and control. In this paper is, in line with national requirements and problem-oriented, to explore how to construct "concept,mechanism, power, technology, area" to strengthen the social security prevention and control system and to provide a reference model.
