Research On The Dining Municipal Government’s Measures For Forming The College Students Entrepreneurship Service System

On the 18th CPC national congress,General Secretary Xi Jinping proposed the idea of national support and help for innovation and entrepreneurship of science and technology personnel.In 2015,Premier Li Keqiang mentioned that we should "build the public entrepreneurship and massive innovation,increase public products and public services as’ double engine’,to promote the development speed-control without decline,improve quantity with quality,to achieve the upgrading of China’s economic quality and efficiency".Obviously,entrepreneurship has been brought into the national agenda,and has been promoted to a national strategic height.Entrepreneurial activity is of great significance to our country,while the university and college graduates are vigorous and the vitality of the business activities with the most innovative spirit.The government needs to give special attention and support to them.The service system for entrepreneurship of college students includes policy research,policy formulation,policy implementation,entrepreneurship education,entrepreneurship business support,entrepreneurial guidance,entrepreneurship helping,rights and interests protection,which involves government,universities,social entrepreneurship groups as the main body,providing services as an organic service system.The starting up of the service system for entrepreneurship of college students in China is relatively late and the prototype developed in early 90s twentieth Century.After more than ten years of development and improvement with the effort form the government together with the Universities and the society organizations,the framework of our college students’ entrepreneurial service system has been formed,but as a system,it’s running state of this system is not mature enough,the effect is not good enough.In this paper,I pick the Jining municipal government as an example,analysis the functions of local government in the college students’ entrepreneurial service system.Starting from the municipal government policy and its supporting measures of Jining local government,researched and investigated the current state and existing problems of Undergraduates’ entrepreneurship in Jining city.With a comprehensive comparison of typical foreign developed countries,this paper gives an overall analysis of entrepreneurship policy and draws the following conclusion:the Chinese government need to strengthen coordination and cooperation between departments,develop a clear career guidance catalogue,reform higher education,improve the reporting mechanism of entrepreneurship supervision,improve the operability and pertinence of College Students’Entrepreneurship Policy and optimize public service system,develop new forming service carriers such as makers and maker-space,encourage students to actively participate in entrepreneurship activities.
