Research On Economic Construction Of The Wanjiang Anti-Japanese Base

In January 1941,the 7th division of the New 4th Army opened up the famous Wanjiang Anti-Japanese base in Wanjiang from north to south of Anhui.After 4 years of struggle,the various cause of the base area was flourishing,the most prominent was economic construction.During the Anti-Japanese War period,the military and civilian in the Anti-Japanese base whom the CPC leaded not only fighted against the enemy but also conducted constructions,and the economic construction is a basis to maintain the base stable.The military and civilian in Wanjiang Anti-Japanese base depended on the particularly favourable natural conditions,lived on the hump,hard worked and created great achievements of the great development of economy in stage of stalemate of the Anti-Japanese War whose struggle situation was grim.The economic construction of the Wanjiang Anti-Japanese base could not do without Mao Zedong's guidance on the theory of economic development of the base in the Anti-Japanese War period.Mao Zedong put forward the general economic policy during wartime in the border region of Shanxi,Gansu and Ningxia that “develop economic and ensure the supply”,and meanwhile raised the guiding ideologies about the economic construction of the base that“ give consideration to both public and private interests”,“reduce the rent and lower the interest and carry out the mass production campaigns”,“pay attention to the relations between economic work and the construction of financial system”,“advocate conservation and better troops and simpler administration” and “rely on the masses to carry out the cooperative economy”.These ideas have become an important part of Mao Zedong's economy theory of new democratism,guiding the economic construction of the base areas.The achievement of Economic construction in the Wanjiang Anti-Japanese base was on the practice and verification of Mao Zedong's economy theory of new democratism.The economic construction of the Wanjiang Anti-Japanese base mainly included four aspects----the development of agriculture and handicraft industry,trade development,finance and revenue,currency and finance.Agriculture was fundamental for the base construction,handicraft industry was the sources of supplies and people's articles for daily use,trade development was the form to realize value of the commodity and currency income,finance and revenue were the institutional guarantee for financial income and expenses,support of friendly,currency and finance were the economic means to carry out the money struggle and prosper economy in the base.The four aspects of the construction achieved remarkable results and all aspects of the local conditions showed their own characteristics of development.The extraordinary achievements of the economic construction in the Wanjiang Anti-Japanese base not only haved played an important role in the historical contribution for the Wanjiang Anti-Japanese War,but also have bringed important experience for the present planning and development of the Wanjiang economic zone.The Wanjiang economic zone is an important part of the Yangtze River economic belt and the key of economic growth to undertake industry transfer from the Yangtze River Delta and serve strategic planning of “the Belt and Road”.The Wanjiang Anti-Japanese base and the Wanjiang economic zone are in high degree of overlap in term of geographical location and the history has alreadly proved that the people could create the miracle of economic development,the development of the Wanjiang economic zone can still ride the wind and waves and forge ahead.
