A Study Of Chinese Political Party Consultation In The Early Days Of The Founding Of New China

China’s political consultative system is a form of multi-party cooperation with Chinese characteristics.It is one of the important connotations of socialist deliberative democracy,and is a great pioneering work of the Chinese Communist Party in the pursuit of political democratization.In 2016,with a total of democratic parties welcomed the new year’s activities,general secretary Xi Jinping stressed the need to use a good party consultation in this form of democracy.In recent years,deliberative democracy has become a hot research topic in the academic field,and some achievements have been achieved.As one of the components of deliberative democracy,Party consultation has become the focus of academic circles.But at present,the research from the historical point of view is still relatively weak.Chinese Political Party Consultation in China has more than and 60 years of history,especially in the early days of the founding of new China,is not only the starting point of the Scientific Ruling of the CPC,but also the smooth development of the Chinese Political Party Consultation.Under this background,this paper uses literature research method and historical analysis method to study the development of Chinese Political Party Consultation in the first seven years of the founding of new China(at the end of 1949-1956),which has important theoretical and practical significance.This article has carried on the multi-angle discussion to the Chinese Political Party Consultation in the early days of the founding of new China.First,it reviews the historical background and internal and external conditions of its development.Through the analysis of historical facts,this paper expounds the historical background of the "three three system" democratic regime and the negotiation of the founding of the People’s Republic of China,Analyzes the internal factors such as the unity of the united front and the democratic parties and their own ability to participate in politics,the protection of the domestic political system and the external influence of the Soviet Union,which together contributed to the smooth development of the Chinese Political Party Consultation.Secondly,this paper describes the development of the Chinese Political Party Consultation from the aspects of consultation form,consultation content,the reasons for the smooth development of consultation,the basic characteristics of consultation and the problems presented in the consultation.Finally,it summarizes the development experience of the Chinese Political Party Consultation at that time,and think about its present inspiration.The important emphasis and trust of the ruling party,the transformation and development of the democratic parties and the close communication and connection between the CPC and the democratic parties are the summary of the experience of the Chinese party in the first seven years of the new China.Drawing lessons from the history and the new situation,put forward the Chinese Communist Party should continue to enhance the sense of consultation,the correct positioning of the democratic parties to strengthen the appointment and selection of democratic party cadres;democratic parties under the leadership of the Communist Party of China to actively strengthen the party ideology,organization and system construction,strengthen the sense of democracy and political participation,improve their ability to participate in political affairs;Finally,we must continue to improve the political party consultation system,and jointly promote the modernization of the party consultation system.
