The first people’s political consultative conference plenary meeting in1949marked the preliminary establishment of political consultation system.As the first session of the National People’s Congress was held, the constitution of the May4th was passed, the functions of the Chinese people’s political consultative conference has changed.The articles of association of the Chinese people’s political consultative conference in1954marked the formal establishment.This paragraph of time is very important in the history of political consultation system development period and has great research significance and value.The paper is divided into five parts.The first part mainly introduces the background, research status at home and abroad, significance and innovation.The second part combs the first people’s political consultative conference plenary meeting from the perspective of deliberative democracy system, and it concludes that the first people’s political consultative conference plenary meeting marks the preliminary establishment of the Chinese people’s political consultative conference consultation system.The third part is the development of political consultation system in the fifties.
