Perfecting The Legal System Of Social Assistance In China From The Perspective Of Accurate Poverty Alleviation

Poverty is a widespread phenomenon in the world.It is a matter of constant concerning to government.In the transition period of China's economic development,the poverty problem has become more apparent.Therefore,solving poverty and improving the living conditions of our country have become an important task for our country.The "Interim Measures for Social Assistance" promulgated by the State Council in2014 provided an effective solution to the problem of poverty alleviation and social assistance in China,and also maintained the stability and long-term effective and healthy development of our society to a certain extent.However,in the actual implementation process,there are still many practical problems that still need to be improved.In the face of China's large population base,there are many reasons for poverty.Faced with China's large population base,there are many reasons for poverty,and it is necessary to go from extensive poverty alleviation to poverty alleviation.From 2013 to 2016,General Secretary Xi has always emphasized "precise poverty alleviation." And after the 18 th National Congress of the Communist Party of China,in order to ensure the full establishment of a well-off society in 2020,the development direction of China's poverty alleviation work will be further pointed out.From the perspective of precision poverty alleviation,this paper makes a comprehensive analysis of the implementation of China's social assistance legal system,trying to find similarities and differences between the precise poverty alleviation and social assistance legal system.By analyzing the problems and achievements in the implementation of the precise poverty alleviation policy in D Township,D County,Gansu Province,and combining the legal policies of poverty alleviation and poverty reduction in the United States,Britain and Japan,the enlightenment and reference for China.The realization of the ultimate goal of precision poverty alleviation must be guaranteed by the legal system.Therefore,the author proposes that we should improve China's social assistance legal system as soon as possible,from the current "Interim Measures for Social Assistance" to the "Social Assistance Law",and the objects,measures and duties of the government and related departments,as well as financial supervision,etc.The content of the aspect is legally regulated,so as to improve the social assistance legal system as soon as possible under the guidance of the precise poverty alleviation policy,and truly solve the poverty problem,and promote the long-term stability and harmonious development of the society.
