In the human society through the original civilization, agricultural civilization and the progress of modern civilization, farmers as a special group, made an important contribution. At the present stage,China's comprehensive construction of a well-off society in the process,as a direct result of widening urban-rural income gap, slow growth of farmers' income is a major obstacle to social and economic development. What is the difference between the level of income of farmers and their important role in social development so that we have to think about the factors that hinder the increase in the income level of farmers? What are the factors that have a negative impact on the income of farmers? With these two questions, this paper attempts to seek answers from the perspective of institutional factors that affect farmers'income. At present, there are two systems that have a profound impact on our peasants:one is the urban-rural dual system;the second is the land system. The manifestation of the dualistic system is the household registration system, which is based on the division of urban and rural areas. At the present stage, the land system is the land circulation. Therefore, this paper studies the impact of institutional factors on the income of farmers, mainly from the household registration system, land transfer two aspects,In order to clarify the institutional reasons that impede the increase of farmers' income, and draw the general conclusion accordingly, and put forward feasible policy suggestions,So as to provide the theoretical guidance for the current practice of increasing farmers' income and realizing the comprehensive development of society. In the specific research, this paper, through the actual economic data, using the form of graphic combination, leads to China's farmers income two "incompatible" problem; And then theoretically reveals the inherent influence mechanism of household registration system, land transfer and farmer's income;Through the use of CHIP2013 microscopic data,it is found that the household registration system has a negative impact on the wage income of farmers, thus affecting the overall income of farmers; And as a supplement to the existing land system, free and smooth land transfer can improve the income of farmers' families; At the same time,in the context of deepening the reform,we found that the reform of the household registration system with the core of "farm to non" can speed up the speed and scale of land transfer, which is conducive to the increase of farmers' income. On the basis of concrete research and conclusion, from the goal of raising the income of peasants, this paper can give three policy suggestions. The first is to speed up the unified reform of household registration system, abolish the welfare and social discrimination attached to the household registration system; The second is to speed up the reform of the land system, from the formal system and informal system supply two angles to promote the speed of land transfer and scale expansion; The third is the real implementation of the household registration system and land system linkage reform.
