Research On The Regional System Efficiency And Causal Conditions

Under the background of "New normal" in China's economic development and "New northeast phenomenon",it is instructive to consider the development issues from the perspective of system efficiency.Based on the theory of " system efficiency" and "adaptive efficiency",this paper explains the theoretical connotation and structure of system efficiency from the perspective of "adaptive theory",establishes a two-dimensional evaluation system of "constructive and cognitive",and combines the coupling coordination model in the study of the system efficiency.The empirical study on the system efficiency in different provinces is carried out from the aspects of internal coupling coordination and external coupling coordination.The result shows that the gap of system efficiency is obvious between the Midwest and Eastern.The eastern coastal provinces generally have higher system efficiency;since the new century,system efficiency is improved in the three northeast provinces,but it is still backward compared with the eastern coastal provinces.And then,based on the results of the empirical analysis about system efficiency,this paper has investigated the causal configurations of system efficiency using qualitative comparative analysis(QCA),while reveals "black box" of reasons,which create high system efficiency.Research has illustrated that: Except that the fine spirit culture and higher market distribution are reqirements for system efficiency,there are two kinds of combination path: 1)The ideal path: a.there is a higher degree of openness and social harmony,a better environment for innovation and education,at the same time,the government has a better management capabilities;b.there is a higher degree of openness and social harmony,a better environment for innovation and education,as well as a higher non-state-owned rate.2)The exploratory path: it needs stronger management ability of the government,higher degree of openness and higher non-state-owned rate,while without higher degree of social harmony and superior environment of innovation and education.Finally,this paper briefly reviews the system transformation path in the three northeast provinces from the three aspects of "subject-environment-content".
