A Study On The Role Orientation Of Rural Grass-roots Party Organizations In Deliberative Democracy

In recent years,with the strong support of the party and government,deliberative democracy has developed rapidly both in theory and in practice.Especially since the eighteen years of the party,under the impetus of the central policy,the local provinces and municipalities have responded positively and continuously promoted the development of deliberative democracy.Under this background,as an important part of deliberative democracy,deliberative democracy at the grass-roots level is also showing a trend of rapid development,and a variety of new deliberative democracy patterns have been springing up at the grassroots level in the development of democracy.The rural grass-roots party organizations as the core of leadership in rural work and fortress,nature plays a functional role of the core of leadership,organizational foundation and an important link in the process of promoting the development of deliberative democracy at the grassroots level,leader,organizer,supervisor and service role.How to give full play to the role of Party organizations in deliberative democracy at the grassroots level has an important and profound impact on the development of deliberative democracy in the rural areas at the grassroots level and even on the construction of democratic politics at the grassroots level.In the process of writing this thesis based on the Marx doctrine theory and research methods,from the theoretical knowledge of multiple disciplines of sociology and political science,the thesis is divided into five parts,including theoretical interpretation,role induction,analysis,problems and reasons and Countermeasures.The first part is the basic theory.Starting with the definition of the core concepts such as grass-roots party organizations and deliberative democracy,this paper explains the three theoretical foundations of the role of rural grass-roots party organizations in deliberative democracy.Finally,it analyzes the relationship between rural grass-roots party organizations and deliberative democracy from three aspects.The second part analyzes the role orientation of rural grass-roots party organizations in deliberative democracy at the grassroots level.It defines the role of leaders,organizers,supervisors and service providers in the deliberative democracy at the grass-roots level in rural areas.The third part is the problem and the reason.In this part,first of all,we discuss the problems existing in the practice of deliberative democracy in the rural grass-roots party organizations,that is,excessive intervention,negative treatment and improper intervention.Subsequently,according to these existing problems,the reasons for these problems are explored from four aspects,including the backward consultation concept of rural Party organizations at the grass-roots level,the weak consultation ability,the unreasonable leading group and the imperfect consultation system.The fourth part puts forward some workable countermeasures for the problems existing in the deliberative democracy at the grass-roots level in some rural grass-roots party organizations.For the problems existing in the deliberative democracy in the grass-roots party organizations,first of all,we should start with changing the concept of consultation and reverse the concept of consultation among the party organizations at the grass-roots level;secondly,we should improve the consultative ability of grass-roots party organizations in consultation;at the same time,we should strengthen the construction of grass-roots party organizations,such as assessment,appointment and self-construction;finally,we should strengthen the system construction of deliberative democracy in rural areas,mainly the accountability system and the construction of inner-party democracy system,in order to regulate and restrict the role played by grass-roots party organizations in the rural grass-roots consultation.The fifth part is the conclusion,which summarizes the article.
