After recognizing the catastrophic consequences of nuclear weapons,the issue of a comprehensive ban on nuclear testing has been put on the agenda in order to achieve a step-by-step reduction of nuclear weapons and the complete elimination of nuclear weapons.Based on the consensus of the majority of the world in 1996,the Comprehensive Nuclear-Test-Ban Treaty(hereinafter referred to as the "treaty"),extends to a full prohibition of nuclear weapons test explosions and any other nuclear explosions,as a milestone innovation in the realm of international cooperation without precedent.At present,the treaty has 183 signatories and 166 ratifying states,reflecting the world's high willingness to perform.However,because of strict provisions of entry into force,the treaty has not been legally effective.According to provisions of the treaty,the verification mechanism is established to monitor the compliance status of states.An independent and effective verification mechanism is important for accelerating the entry into force of the treaty,particularly the the international monitoring system and the on-site inspection system,together with the establishment of the treaty Preparatory Commission which provides the organization and technology for the effective functioning of the verification mechanism.While we are concerned about the many breakthroughs brought by the treaty verification mechanism,the challenges that the verification mechanism will encounter from system setting to implementation should be emphasized,such as lack of enforcement,abuse of field inspections by nuclear powers,new business challenges and so on.China is now in the process of cooperating with the treaty's verification mechanism,and the head of the Preparatory Committee of the treaty Organization gives high evaluation of China's first monitoring station--Lanzhou station.However,influenced by the vague policy of United States,China faces obstacles from many aspects.For China,under the premise of safeguarding its national interests and speeding up the entry into force of the treaty,how to continue to play the role in the construction and operation of the verification mechanism becomes one of the important issues.This paper uses the methods of historical analysis,text analysis and comparative analysis.First,the verification mechanism is derived from the basic content of the treaty and is compared with the relevant international agreements on nuclear nonproliferation.Secondly,under the framework of the verification mechanism of the treaty,the paper pays attention to the international monitoring system and on-site inspection system respectively,and puts forward their application difficulties under the premise that the treaty does not take effect for the corresponding suggestions.The Preparatory Committee for the Organizational of the verification mechanism is discussed to provide a comprehensive analysis of the provisions of the Assembly of States Parties,the Executive Council and the Technical Secretariat,clarifying the future direction of the organization's development.Finally,the paper analyzes the position of China in the light of the relevant practice in line with the treaty verification system,for the purpose of improving its national voice on improving the treaty's verification mechanism and then achieving the objectives of entering into force of the treaty.Only if the verification mechanism is made perfect,both in theory and in practice,the establishment of the "nuclear-free world" is just around the corner.
