Research On The Construction Of The Inner Mongolia Government Power Power List System

At present,the reform of our country has entered the hard and deep areas,and the arduous and complexity are unprecedented.In order to further deepen the reform and make people enjoy the dividends brought by the reform,it is urgent to try new ways to promote the modernization of the national governance system and governance capacity.In this context,the eighteen Party of the third and the Fourth Plenary Session of the executive power list system,requiring local governments and their departments at all levels to sort out thoroughly on its own power,the power matters name,the subject,the basis of other elements in the list of ways to organize and publicize.We should further promote the construction of the government under the rule of law,the responsible government and the clean government,and accelerate the construction of the modernization of the state governance system and the governance capacity.In this paper,list system is taken as the research object,from the aspects of system value,practice process,real limitations,crux analysis,experience and path analysis.After nearly three years of practice and exploration,governments at all levels have greatly improved their service level and ability to perform their duties,laying the foundation for multiple governance and initially achieving the goal of“putting allefforts into institutional cages”at all levels.But at the same time,the Inner Mongolia Autonomous Region government power list system construction also has the main body's legitimacy and rationality separation,the lack of public participation and social participation,the refinement degree needs to be strengthened,and the supervision mechanism is imperfect.These problems have become a real limitation that hinders the further effective implementation of the the Inner Mongolia Autonomous Region power list system.This is closely related to the lagging behind of the rule of law system in the Inner Mongolia,the lack of public participation and the ability to participate in the society,the lack of power list system in the main body,and the insufficient supply of supervision and feedback system in the power list system.Therefore,analysis of the causes of the problems revealed,based on the experience,in order to protect the legitimacy of the power list system construction,improve the participation of the public and the society,the dynamic adjustment mechanism of sound power list content adjustment,perfecting the supervision system of power list evaluation and constraint mechanism,to build the network carrier,construction of power flow diagram of the operation and other aspects as the starting point,the path to improve the the Inner Mongolia Autonomous Region government power list system is explored.It is hoped that these countermeasures and suggestions can actively promote the reform and improvement of the Inner Mongolia Autonomous Region government's power list system,enhance the effectiveness of national governance,and promote the modernization of national governance system and governance capacity.
