The Tibet Autonomous Region Government Promotes The Study Of The Power List System

Establishment and improvement of power list system by Tibet Autonomous Region's local government is an important measure to push forward rule by law and fully implementation of government responsibility,a beneficial attempt to comprehensively carry forward rule Tibet by law and reform,and an important step to build government's administration ability and administration system.Local government of Tibet implements the mission from central committee of CPC and state council,including pushing forward power list system,implementing power list system,deepening measures to streamline administration and delegate power to lower levels,and improving power list of autonomous government and flow chart and service guidance of administration.On the basis of former study,this essay starts from basic theory of power list system,then studies implementation of power list system of TAR,and analyze the difficulties and obstacles on the process by visiting various departments and skipping TAR' s official website and borrow successful experience from other regions.In the end,it concludes with according feasible measures.Specifically,introduction part focus on research background and significance,general introduction of essays at home and abroad and their contents and research methods,innovation and shortages.Conclusion part summarizes the whole essay.Core part includes four chapters.Chapter ? is theory of power list system and relative definitions.This chapter divides into 2 parts.Part I is definition of relative concept,it defines good administration,modernization of national administrative ability,power list and power list system;part II is introduction of relative theory,mainly power restriction theory,good governance theory and re-organization of government,which is the theory foundation for the implementation of power list system.Chapter ? is background and achievements after implementation of power list system by TAR government.Firstly,it analyzes the social background of implementing power list system by central and local government,mainly from four perspectives,namely urgent tasks when pushing forward administration modernization of central government and local government,reform needs to further stimulate social vitality,people's high expectations to a transparent,efficient and clear government and influence of informatization.Secondly,it introduces achievements of Tibetan government's power list implementation from five perspectives,namely serious implementation,high attention,standardization of public resources transaction,compression of power rent seeking and open power,emphasizing sunlight administration.Chapter ? analyzes reasons of problems on the process of Tibetan government's power list implementation from four perspectives,namely shortage of law restriction,administrative system restriction,incomplete implement system and unsound supervision system.Chapter ? gives measures and suggestions for Tibetan government's implementation of power list system from perspective of government level,market level,social level and judiciary level,which aims to promote implementation of power list system in Tibet and accelerate modernization of Tibetan government's administrative ability.This essay thinks that although there are lots of problems lying ahead and there is still a long way to go when we are pushing forward construction of power list system in Tibet Autonomous Region,any problems can be solved with help of “old Tibetan spirit”,hard work,unity and devotion.Various departments in Tibet should make every effort to do well in formation and implementation of power list system,achieve that any power can be performed,supervised,and solve the problems of government inaction and sloth administration,so as to build a satisfying and reliable government.
