Research On The Present Situation And Cultivation Countermeasures Of Contemporary Village Cadres' View Of Integrity

The concept of incorruptibility is a kind of value idea and value orientation.Therefore,the establishment of a clean and honest concept can purify the mind and resist the erosion of the corrupt ideology,and plays a positive role in preventing corruption to a certain extent.The village cadres are a group of officials rooted in China's rural grassroots.They are the backbone of promoting the development of rural economy and the construction of socialism new countryside and they provide a preferred way to the demands of the villagers and dependent objects.Meanwhile,their demeanor represents the image of the Party and government,and the quality of their work is in relation to the rural stability and development.Strictly speaking,the village cadres do not belong to the national civil service,but they actually have much power of the village.In a broad sense,they belong to frontline officials of the rural grassroots and the most grassroots management personnel of the Party and country.From the perspective of administrative ethics,the village cadres should also follow clean and honest governance,service,and actions to establish the concept of incorruptibility.However,in recent years,the village cadres' corruption cases emerge in an endless stream,and the village cadres' corruption shows a multi prone and rebound trend even under the high pressure anti-corruption situation.These micro corruption cases clearly indicate that a part of village cadres' concept of incorruptibility has not yet reached the ideal state.Therefore,it is an urgent and realistic task for the Party and country to improve the village cadres' concept of incorruptibility,contain and prevent micro corruption and then realize the goal of incorruptibility.Just under such a situation,this author tries to explore issues of the prevention and control of the village cadres' micro corruption from positive perspectives and personal ideas.Based on clean government theory,public administrative ethics theory and human modernization theory,the author launches his research.The author first clarifies two basic concepts “incorruptibility concept” and “village cadres”,bases on which makes a descriptive measurement and analysis on the general sanitation of the village cadres' concept of incorruptibility from five dimensions which are the content of the incorruptibility concept,namely,good faith concept,public righteousness concept,power responsibility and service concept,thrift concept,democracy and the rule of law concept.The author found the general situation of the village cadres' incorruptibility concept is positive,but the village cadres are still weak in service concept,thrift concept and democracy and the rule of law concept and their incorruptibility concept reveals many deficiencies including the lack of incorruptibility cognition,unclear incorruptibility attitude,infirm incorruptibility will,weak incorruptibility and moral will.Next,the author makes a specific analysis of the factors affecting the effectiveness of the village cadres' incorruptibility concept cultivation from personal subjective factors,social objective factors and institutional factors.Finally,based on the analysis of the basic situation of village cadres' incorruptibility concept and the factors affecting the effectiveness of the village cadres' incorruptibility concept cultivation,the author put forwards several suggestions.First,know incorruptibility,that's to enhance honesty awareness and the ethical value identity.Second,conduct incorruptibility,that's to pay attention to practice cultivation and strengthen the integrity of the value.Third,guarantee incorruptibility,that's to strengthen the security system and build a clean thought.Finally,promote incorruptibility,that's to optimize external environment and create a clean and social ecology.Thus,it is possible to improve the effectiveness of the village cadres' incorruptibility concept cultivation,making them break away from the corruptibility concept and then presenting the picturesque scenery of the rural political ecology.
